Solicitation Number 12363N21Q4024

Amendment 0001 – Questions and Answers from Site Visit Tour on Tuesday, August 10, 2021

Q1.) Do the Kangaroo Creek stream restoration trees need to be placed or can they be felled into place?

A1 .) Designated tree may either be dropped directly into the stream or moved to stream via pre-identified approaches.

This may need to be implemented with consultation of participating biologist.

Q2.) What is the average distance from yarding road to the bottom of skyline units?

A2.) The estimated average yarding distance for each skyline unit is as follows: Unit 112 – 266 ft, Unit 100 – 495 ft, Unit

60 – 435 ft, Unit 56 – 464 ft, Unit 57 – 296 ft.

Q3.) Do roads need to be cleared of equipment daily for traffic?

A3.) Forest Road 40N08 will need to be kept open for fire protection and other purposes. All spur roads will not need to be kept open. The Contract Area Map has been updated to indicate the 40N08 road as a Keep Open road. During the course of operations, exemptions may be made if fire management concurs.

Q4.) Will the T.E.A be made available? Transaction Evidence Appraisal.

A4.) No, Government estimates must not be publicized or discussed with potential contractors including the timber value appraisal for the IRSC.

Q5.) Is all the project marked individual tree mark? (ITM)

A5.) No, it is a combination of individual tree mark and leave tree mark. (ITM and LTM.

Q6.) Is this project in CCF or MBF?

A6.) Timber removed in this Stewardship Contract will be scaled using tons as the unit of measure.

Q7.) Can temp roads be used in this project?

A7.) There is an estimated need for just over 5 miles of temporary road construction that has been analyzed for use in the

Environmental document. Temporary road use is subject to agreement between the contractor and the Government.

Q8.)If temp roads are built, do they need to be decommissioned or just closed?

A8.) During the site visit, Appendix C was referenced incorrectly relative to use of temporary roads. The T-specs in

Appenidx C are for system roads and special ROW roads. Per Appendix B, B6.63 Temporary Roads, as necessary to attain stabilization of roadbed and fill slopes of Temporary Roads, Contractor shall employ such measures as out-sloping, drainage dips, and water-spreading ditches. After a Temporary Road has served Contractor’s purpose, Contractor shall give notice to Forest Service and shall remove bridges and culverts, eliminate ditches, outslope roadbed, remove ruts and berms, effectively block the road to normal vehicular traffic where feasible under existing terrain conditions, and build cross ditches and water bars, as staked or otherwise marked on the ground by Forest Service. When bridges and culverts are removed, associated fills shall also be removed to the extent necessary to permit normal maximum flow of water.

Q9.) Do we need to put in a formal request to view the project’s Green Cards?

A9.) Green Cards will be made available to the quoter that the contract is awarded to.

Q10.) What are the treatment of stumps specs?

A10.) Contractor shall treat stumps of all live conifer trees equal to or greater than 14 inches stump diameter, unless otherwise agreed in writing. Treatment should be done as soon as possible but should be completed no later than 4 hours after felling. Appendix B, C6.41# - FELLING, BUCKING, AND LIMBING, describes the specifications.

Q11.) Are stream restoration trees in a stream course protection zone and can or should Sporax be used in this buffer?

A11.) Compound shall not be applied to stumps located within 25 feet of live stream courses and meadows and wetlands shown on the contract area map. Sensitive plant populations identified in the project area will also have this buffer as described in Appendix B, C6.41# - FELLING, BUCKING, AND LIMBING.

Q12.) Does the forest have an employee that has a permit for Sporax treatment?

A12.) No, the contractor shall contact the appropriate county for any permit and or other required documents in advance of treatment. Contractor shall submit at the end of each month a monthly summary of pesticide use reports to the appropriate county agricultural commissioner with a copy to the district ranger.

Q13.) Are posted maps geo-referenced and compatible with Avenza?

A13.) Yes, posted maps are geo-referenced and compatible with the Avenza application.

Q14.) What are the options for biomass treatment?

A14.) The options for biomass treatment are to be removed and utilized or decked to contract specifications. These optional items shall be quoted upon separately.

Q15.) Are there Units where biomass removal is mandatory?

A15.) No, all biomass shall be decked or removed in accordance with contractor’s successful quote. Biomass treatment is mandatory, but the optional work activities are deck or remove.

Q16.) Roads that need to have a barrier installed, is just the barrier sufficient or does the road need to have erosion control implemented as well?

A16.) There is only one system road with a requirement to install a barrier and Appendix C describes the T-specs that also apply to that road. Temporary roads will be evaluated after use and erosion control applied as needed and as described in Appendix B. See Answer 8 as well.

Q17.) If we (the contractor) have ideas of a different approaches to the various logging systems can we make a case for change?

A17.) Yes, if you have a different approach you would like considered, detail this in your technical proposal and if accepted it will become part of the contract.

Q18.) If quoting to deck biomass from the treatment area, will it be decked to burn or to chip?

A18.) The solicitation states in Appendix A the specifications for decking. Depending on the utilization opportunities at the time, decks could be either burned or chipped.

Q19.) Can we (the contractor) use lift trees in the skyline corridors?

A19.) Yes, lift trees may be utilized.

Q20.) Do lift/tail trees need to be saved or can they be cut?

A20.) Tail trees are retained unless severe damage has occurred. All lift trees must be inside the cutting unit.

Q21.) How wide can skyline corridors be?

A21.) All skyline corridors shall be by agreement and designated on the ground. Such agreement shall be prior to felling unless ground and timber conditions otherwise justify. Width of said skyline corridors shall be kept to a practicable minimum consistent with the related silviculture prescription, Appendix B, C6.425 - CABLE AND SKYLINE YARDING.

Q22.) Appendix A, page 8 of 10, BIOMASS TREES: Any conifer material (delete 2 feet in height) to 9.9 inches DBH.
