REGION 6 EASTERN BLUES STEWARDSHIP (EBS) BPA

Malheur, Umatilla, and Wallowa-Whitman National Forests, OREGON

INSTRUCTIONS FOR SUBMITTING PROPOSAL for EBS BPA SOLICITATION

Thank you for your interest in the Eastern Blues Stewardship BPA. In order to be considered responsive, you will need to submit a technical proposal AND pricing. Please submit the technical proposal and price proposal separately. Instructions are a bit buried in the solicitation, but you will see general instructions under Item 61 on Page 44. The proposal needs to address the specific evaluation criteria as stated in the solicitation beginning on page 44, and you need to respond to: Relevant Past Performance and Benefit to Local Community.

Additionally, you need to provide for Key Personnel as described on Page 15. Also describe how you would propose completing the tasks in the schedule of items (Method, Equipment, Key personnel, etc.). This will help us determine your company’s ability to perform the required work in the evaluation.

Using the Schedule of Items provided on Page 3, provide pricing for ALL items (even though there is language that suggests otherwise) on a per acre basis. The quantities vary to illustrate varying treatment sizes, so price on a per acre basis multiplied by the given quantity for a total.

For road maintenance, assume a moderate effort that includes the specifications that are included in Appendix C. We will evaluate these rates separately from the proposal for price reasonableness. We understand that without actual units/roads to look at that pricing is difficult, but do you your best to price based on the descriptions provided.

Lastly, please fill out and return pages 1, 3, 12, and 13 of the Bidders Package document (if you SAM Registration is active in www.SAM.gov, only fill out FAR 52.212-3 Offeror’s Representations and Certifications b1 and b2 on Page 12. Pages 4-7 asks for the vendor to submit information to the Government. Please read and respond accordingly and appropriately to all the requests for documentation.

We understand this process can be confusing, so please let us know if you have any additional questions.

Some examples of the types of work included are cut and remove sawtimber, non-sawtimber and/or biomass;

mastication, hand cutting, and piling; and road maintenance. The types of Call Orders that may be issued include: (1) Integrated Resource Service Contract (IRSC) with required timber product removal; (2) Service-based IRSC that includes the option for Timber Subject to Agreement products to be removed when there is no required timber product removal; and (3) Service contract in which no timber product removal is included.

Future Call Orders for specific projects will be emailed to only the Contractors awarded under this BPA. As such, it is imperative that all interested individuals have an email account and all firms must be actively registered in the System for Award Management (SAM) at https://sam.gov/content/entity-registration to be eligible for award under this solicitation. If not actively registered, the Forest Service will be unable to make a BPA award; thereby, effectively excluding an otherwise successful offeror from receiving a Call solicitation. Registration in SAM is a free service. Procurement Technical Assistance Center (PTAC) offers resources that are available free of charge at www.aptac-us.org/find-a-ptac/ in order to assist with both SAM registration and in proposal submission.

If you have questions regarding the solicitation, they must be emailed to Ingrid Anderson at ingrid.anderson@usda.gov and Mark Phillipp at mark.phillipp@usda.gov. Please email your offer to mark.phillipp@usda.gov and nikki.layton@usda.gov.
