(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
The following factors must be used to evaluate offers:
Price
Technical and Past Performance
Experience
1. Price: Vendor’s prices will be evaluated to determine if they are fair and reasonable.
2. Past Performance: Vendors will be evaluated on quality of service, customer satisfaction, business relations, and timeliness/responsiveness. A Vendor with no relevant past performance history may receive a neutral rating for past performance. Contractors with a persistent history of labor law or workplace safety regulation violations may be excluded from further consideration for award; the severity of those violations will be analyzed on a case-by-case basis.
3. Experience: Vendors must provide specific information regarding their qualifications and experience in performing the type of work required by this contract. The information should include the names of personnel to be used during this contract, the ability to implement the project in a specified timeframe, and to identify other concurrent commitments.
Please see Attachment Experience/Past Performance Questionnaire, pages 48 - 50. Contractors must provide sufficient information for the above-listed items for the Government to complete a thorough evaluation, including references, with phone numbers. Failure to provide all requested information may result in your quotation not being considered for award. The award is being considered using a best value approach. Technical/past performance and experience, when combined, are approximately equal to price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
