PI Pigs IDIQ FAR FAC 60
Specifications for Plum Island Pigs 2018
The Foreign Animal Disease Research Unit (FADRU) anticipates the need for a maximum of _2900_ Pigs over a period of 5 years for conducting research on specific approved Protocols. These protocol’s maintain compliance with various federal, state, local laws and USDA regulations affecting the use of laboratory animals, assuring the authorized placement of individual animal orders, provide monitoring and oversight of the genetic quality and health status of the research animals introduced into the PIADC facility.
CONTRACTOR REQUIREMENTS:
CERTIFICATIONS: Contractor must have either:
· Certification of an Association for Assessment and Accreditation of Laboratory Animal Care (AAALAC), or
· USDA Class B Licensed Dealer (23-B-0155)
CLASS A or CLASS B LICENSED DEALERS:
· Contractors holding a Class B license must only provide animals that are purpose bred for research and have had a site visit by the Department of Homeland Security (DHS), PIADC attending veterinarian for assurance of an acceptable source. The Contractor shall be regularly engaged in the breeding, raising, and shipping of the animals described in the specifications.
· The transportation, care, and use of animals should be in accordance with the Animal Welfare Act (7 U.S.C. 2131 et. seq.) and other applicable Federal laws, guidelines, and policies. For guidance refer to The Care and Use of Laboratory Animals prepared by the Institute for Laboratory Animal Research, National Academy of Science.
· Proximity of the Contractor to PIADC is required to minimize animal stress during transportation in accordance with the Animal Welfare Act. Travel duration shall be a factor in determining a contractor’s availability to provide research animals. Transit time shall be determined by the vendors address using Mapquest.
· Contractors traveling more than 375 miles will not be considered.
ANIMAL REQUIREMENTS:
Pigs Breed – Yorkshire
· Age and weight to be determined by needs for the project will be specified at time of request for each delivery/task order.
· Within the herd, sows and gilts must be bred via artificial insemination.
· Pigs should have tails, or if docked, be at least 1-2 inches long.
· Pigs should be entirely or predominately white skinned with white feet, mouth and tongue.
· Pigs must be either females or castrated males (as noted on quote sheet) of calm and tractable nature.
· Pigs are to be healthy with no overt signs of disease or parasites, and be free of active lameness.
· Pigs must be porcine circovirus 2 (PCV-2) free or vaccinated for Circovirus prior to shipment.
· Pigs must come from a herd that is free of respiratory disease, Senecavirus A infection, and idiopathic vesicular disease.
· Herd must be monitored at least annually and demonstrated negative for brucellosis and pseudorabies
· Herd must be tested negative for Malignant Hyperthermia (MH)
· Pigs must receive the following (documented in the animals’ health record):
· Iron dextran injection at 1-3 days of age
· Vaccinations:
· Zoetis FLUSURE-XP or equivalent for swine influenza
· Zoetis RESPISURE-ONE or equivalent for (Mycoplasma Hyopneumoniae)
· Porcine Reproductive and Respiratory Syndrome Virus (PRRSV)
· Bordetella bronchiseptica
· Swine Erysipelas (Erysipelothrix rhusiopathiae)
· Pasturella Multocida Leptospirosis-5 way
· Clostridium perfringens Type C
· Escherichia Coli
· Pigs must receive ivermectin (or other parasiticidal) drugs.
· Pigs should be treated for intestinal parasites within 1 month of shipment.
· Pigs must receive broad spectrum antibiotics prior to shipping to prevent shipping fever.
· Afore mentioned requirements are associated with PIADC IACUC approved protocols.
ACCEPTANCE/REJECTION OF ANIMALS
· Pigs will be evaluated after 7 days quarantine. In the event of illness after appropriate incubation time the government shall submit an Animal Incident Report by fax within 5 business days. In the event of death, an Animal Incident Report will be faxed to the vendor within 48 hours after death of the animal.
· Animals that show clinical signs of pre-existing illness may be treated or humanely destroyed if the illness will compromise the intended use of the animals. A credit will be required from the contractor within 48 hours after receipt of the Animal Incident Report noting time of death. If it is medically determined that illness or death of an animal is caused by a condition present prior to delivery, replacement of pigs including shipment shall be required or credit issued at the agency’s choice within 24 hours of generation of Animal Incident Report.
ANIMALS CANNOT BE REMOVED ONCE THEY REACH THE ORIENT POINT FACILITY IN ACCORDANCE WITH DHS AND ARS POLICY.
DELIVERY REQUIREMENTS
· The Contractor shall furnish and deliver (F.O.B. Origin) the animals within the negotiated time frame on each request and documentation to the USDA, ARS, NAA, PIADC, 40550 Rt. 25, Warehouse facility, Orient Point, NY 11957. Delivery shall be between the hours of 5:30 a.m. to 11:00 a.m., Tuesday thru Thursday, excluding Federal holidays.
· Orient Point facility access is through the east gate which is guarded by security
· The Contractor shall unload animals via a supplied wooden animal stockade ramp into the back of a government provided animal transport trailer.
· Contractor employee(s) must adhere to facility safety regulations.
· Transportation of animals should be planned to:
· minimize transit time and the risk of zoonoses
· protect against environmental extremes
· avoid overcrowding
· provide food and water when indicated
· protect against physical trauma.
· The transportation, care, and use of animals should be in accordance with the Animal Welfare Act (7 U.S.C. 2131 et. seq.) and other applicable Federal laws, guidelines, and policies. · Pigs are to be delivered in a environmentally controlled vehicle per the “Animal Welfare Act Regulations Pertaining to Transportation, 9 CFR 3.112-3.118,” “GUINEA PIGS AND HAMSTERS, RABBITS, AND OTHER ANIMALS (9 CFR 3.35-3.41, 9 CFR 3.60-3.65, 9 CFR 3.136-3.142”.
· Animals that are injured due to transportation shall be humanely destroyed by the government. After receipt of the Animal Incident Report replacement of pigs including shipping shall be required or credit issued at the agency’s discretion within 48 hours.
· GOV is responsible for providing the transportation of the animals from the Orient Point facility parking lot to the Plum Island building 101 laboratory.
· Hazardous Weather Alert. The Contractor shall be required to contact the PIADC weather announcement line at 631-323-3323 prior to shipment due to potential marine weather conditions which will restrict completion of the deliveries. Contractor is liable for all costs if delivery is delayed due to hazardous weather.
· Due to the unique nature of the requirement and the isolated location a significant factor for the evaluation of this requirement is the Delivery Cost. Delivery Cost shall be assessed at the time of delivery. It is recognized that shipping small lots of animals is not as cost effective as ordering large lots of animals. It is the Governments intention to maximize multiple orders placed by various agencies on the Island. Example if the ARS ordering person orders 4 animals and DHS orders six animals and APHIS orders 4 animals, ARS will be responsible for only 1/3 of CLIN 002 for that particular purchase as long as the animals arrive in the same vehicle.
ADDITIONAL REQUIREMENTS
· DOCUMENTATION – The Contractor shall provide the following:
· Prior to shipment to PIADC, a veterinary examination and issuance of the interstate/ intrastate health certificate for shipment shall be provided with delivery. The health certificate shall include at a minimum, general information identifying the animal by number/id; the departure date of transport to the Plum Island Orient Point Warehouse Facility; Breed; Gender; Age or Birth Date Range; Dehorned; Weaned; Castrated (if applicable); the dates and dosages of vaccines and anti-parasitic, anti-fungal, antibiotic drugs; any other tests and corresponding results; and any other relevant information.
· Veterinarian certification of recent medical history and treatments given to animals with delivery.
· Contact information for attending veterinarian for means of evaluating the vendor’s animal care history.
· Freight - FOB Destination. Flat rate animal transport trailer as required for the number of animals per shipment.
· Delivery Time is determined by the Vendor’s availability of the product. Normally, scheduled within 7-10 days after approval of the Animal Request Form from the DHS ARB.
· Performance - The Contractor shall furnish and deliver the animals in accordance with the specifications by the due date as requested on each order.
ORDERING
· Items will be ordered orally and confirmed by issuance of a Delivery Order.
· Provide order confirmation by fax or email to the purchasing agent within 2 business days after the order is placed.
· A delivery ticket must accompany each order (allowing for a signature of person making the delivery and signature of Government personnel receiving the delivery).
· Signed delivery/pick-up tickets will validate only the quantity of the items being delivered.
