About this file

This file is a Questions and Answers document containing USDA responses to contractor inquiries regarding Solicitation 1232SA26Q1470 for Building 174 LP to Natural Gas conversion at the USDA National Centers for Animal Health in Iowa.

Key technical clarifications include: the unit heater is 150,000 BTU (not 75,000 BTU); all underground gas piping shall be hydro-vac excavated; HDPE below-ground piping must be fusion welded while above-ground piping shall be threaded; the RTU uses modulation gas and requires hot gas reheat; equivalent products to specified models are acceptable if lead times are problematic; and decontamination of equipment using 50/50 bleach solution with one-hour contact time is acceptable. Work is weather-dependent and must be performed when outdoor temperatures exceed 45 degrees Fahrenheit due to livestock occupancy. The contractor is responsible for all utility locates per the Statement of Work and for installing approximately 67 feet of 2-inch HDPE gas piping from the existing natural gas main (served by Alliant Energy at 35 PSI), including underground valves, anodeless riser, regulator (reducing pressure to 7 PSIG), flow meter, and meter set. USDA will shut off natural gas for tie-in work and will coordinate with the utility; however, the contractor is responsible for performing all installation work exactly as depicted in the drawings, including work upstream of the new meter. No utility coordination or new-service requests are required from the contractor, as the facility does not require such coordination.

1232SA26Q1470 Questions & Answers

1. Specified Unit Heater is 150,000 BTU, not the scheduled 75,000 BTU?

150,0000 is correct.

2. Will the owner shut down the natural gas for the tie-in?

Yes, USDA will shut off gas.

3. How much Hydro-Vac excavation is required?

All the underground gas piping shall be hydro-vac.

4. Is any temporary heating anticipated for this project? No. Work on this project is weather dependent as there will be livestock housed in the facility. Work needs to be accomplished when outdoor temperatures are above 45 degrees Fahrenheit.

5. The American Meter Model AL-1000 has a six month plus lead-time. Equal acceptable?

Yes, equivalent is acceptable.

6. Are there any plans showing underground utilities between the gas main and the building?

Yes, there are plans available. Contractor shall perform utility locates as per Statement of Work.

7. Decontamination of a scissor lift will not damage it, correct?

Correct. 50/50 bleach solution and water with 1-hour contact time are used to decontaminate.

8. Is the natural gas piping to be welded or threaded?

HDPE below ground is to be fusion welded and above ground piping shall be threaded.

9. Is the RTU 2 stage?

Unit is modulation gas.

10. Does the RTU need hot gas reheat?

Yes

11. Is Trane RTU equal to the specified Daikin RTU?

See Rooftop Unit Schedule on Page 9 of the Combined Drawings for RTU specs.

12. Is sheet 4 drawn to a scale?

No

13. Is the 3/4" gas line being run to the water heater location for future?

No.

14. The current SOW and drawings require the contractor to furnish and install approximately 67 feet of 2-inch HDPE gas piping from the existing natural gas main, along with the underground valves, anodeless riser, regulator, flow meter, and gas meter set. Drawing Sheet 2 identifies the existing gas main as 35 PSI, and Sheet 3 depicts the regulator reducing pressure from 35 PSIG to 7 PSIG.

a. Please clarify:

i. Who is the natural gas utility/provider serving Building 174? Alliant Energy

ii. Has USDA already coordinated and authorized the proposed connection to the existing natural gas system with the utility/provider, if such coordination is required? Coordination is not required at the USDA facility.

iii. Is the contractor responsible for installing the underground piping and meter set exactly as depicted in the drawings, including work upstream of the new meter, or will any portion of that work be performed by the serving utility? All work to be performed by the contractor.

iv. Is USDA, as the account holder, responsible for initiating any required new-service or meter request with the utility, or is the contractor expected to coordinate that process? Coordination is not required at the USDA facility.
