About this file
This is a Solicitation Questions & Answers document for federal contract 1232SA26Q1315, a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for landscaping and grounds maintenance services.
The contract requires weekly landscaping maintenance at a property encompassing approximately 75,000 square feet of desert landscaping and gravel (as identified in the yellow-highlighted areas of the attached Overall Site Plan). The contractor must provide a minimum two-person crew for a fixed eight man-hours per week (e.g., two persons at four hours each, or three persons at 2.66 hours each). This eight-hour weekly allocation is the Government's anticipated maximum service level and must accommodate all required work, including debris cleanup during monsoon season. Required services include weekly grounds maintenance, twice-annual palm trimming of six palm trees approximately 25 to 30 feet tall, and twice-annual property-wide pre-emergent applications covering approximately 75,000 square feet—all services must be included within the annual firm-fixed price. The contractor is responsible only for irrigation inspection, controller programming, seasonal adjustment, and reporting deficiencies to the Point of Contact; irrigation repairs, plant replacements, and materials are separately authorized and must be reported for Government authorization rather than included in the fixed price. Monthly invoicing is anticipated. The prime contractor must hold all appropriate Arizona licensing (C-21 or R-21 commercial licenses or Arizona Registrar of Contractors number) at the time of award and cannot delegate this licensing requirement to subcontractors. The prime must perform at least 50% of contract costs, with no more than 50% paid to non-similarly situated subcontractors; work delegated to similarly situated SDVOSB subcontractors counts toward the subcontracting limit. The contractor must supply all equipment required for performance.

Set-Aside Classification: The SF1449 appears to identify the acquisition as a 100% Service-Disabled Veteran-Owned Small Business set-aside, while the solicitation also incorporates FAR 52.219-6, Notice of Total Small Business Set-Aside. Please confirm the applicable set-aside requirement. This is a 100% Service-Disabled Veteran-Owned Small Business set-aside
2. Commercial License Requirement: The technical evaluation requires the quoter to provide a “Commercial License in accordance with Attachment 1.” Please identify the specific Arizona license or classification required of the prime contractor and confirm whether it must be held at the time of quotation. Please ensure your business has the proper licensing, bonding, and insurance as required by law, if you possess a C-21 or R-21 please indicate that.
3. Maintained Area: The Statement of Work references a 20-acre property, while the Scope Summary identifies approximately 75,000 square feet of desert landscaping/gravel. Please confirm the exact area included in the contractor’s recurring maintenance responsibility. Everything highlighted in yellow in the attached "Overall site plan".
4. Weekly Labor Requirement: Is the stated minimum two-person crew totaling eight man-hours per week a minimum staffing requirement, an estimated workload, or the Government’s anticipated maximum weekly service level? Government’s anticipated maximum weekly service level
5. Irrigation Repairs: Does the annual firm-fixed price include labor and materials for irrigation repairs and plant replacement, or is the contractor responsible only for inspection, controller programming, maintenance, and reporting deficiencies for separate authorization? Responsible only for inspection, controller programming, maintenance, and reporting deficiencies
6. Palm Trimming and Pre-Emergent Applications: Please confirm whether the twice-annual palm trimming and twice-annual property-wide pre-emergent applications must be included in the annual firm-fixed price and whether these services are considered separate from the normal weekly eight-man-hour service. Must be included
7. Invoicing Frequency: What invoicing frequency does the Government anticipate for this contract, such as monthly, quarterly, or another interval? Monthly Invoicing
8. The SOW requires a minimum two-person crew for a total of eight man-hours per weekly service. Should contractors interpret this as a fixed minimum level of effort for every weekly visit, or may additional labor hours be required without additional compensation when site conditions warrant? Fixed 8 hrs per week
9. For irrigation, is the contractor responsible only for inspection, programming, seasonal adjustment, and reporting deficiencies, or are routine repairs to valves, drip lines, emitters, and other irrigation components included within the firm-fixed price? Any noticeable repairs or fixing needs to be reported to the POC.
10. If irrigation repairs or plant replacements are required, will replacement parts/materials be Government-furnished, separately reimbursed, or considered part of the contractor's annual fixed price? Only report repairs or replacements to the POC.
11. Regarding the twice-yearly property-wide pre-emergent applications, can the Government provide the approximate total acreage or square footage requiring treatment? Approx 75,00 sq ft
12. Are there any Government-approved or prohibited herbicides, pesticides, pre-emergent products, or application methods that the contractor must follow? Pre-emergent is the only thing we are asking for
13. Does the Government require the prime contractor itself to hold the referenced Commercial License, or may the applicable Arizona landscaping/pesticide license be held by the performing subcontractor? All appropriate licensing must be held by the Prime at the time of award.
14. During monsoon season or other periods of unusually heavy debris or weed growth, is the contractor still expected to complete all required work within the stated eight man-hours per weekly visit? Yes, Within the 8 man hrs per week.
15. Could you please clarify whether the equipment must be provided by the contractor or the government will furnish it? The contractor must supply it.
16. The Statement of Work requires a minimum two-person crew for a total of eight man-hours per weekly visit. Does this mean eight combined labor hours, such as two employees working four hours each, or eight hours per employee for a total of sixteen labor hours? As it states 8 man hours per week, 2 persons at 4 hours each, 3 persons at 2.66 hours each, 4 persons at 2 hours ea.
17. The Statement of Work describes the overall property as approximately 20 acres but identifies approximately 75,000 square feet of desert landscaping and gravel. Is the contractor responsible for maintaining only the approximately 75,000 square feet, or are any additional areas within the 20-acre property included? Everything highlighted in yellow in the attached "Overall site plan".
18. The evaluation criteria require the quoter to provide a “Commercial License.” What specific Arizona license, certification, or registration must be submitted with the quotation? Please ensure your business has the proper licensing, bonding, and insurance as required by law, if you possess a C-21 or R-21 please indicate that. Arizona ROC #
19. Must the required commercial license be held directly by the SDVOSB prime contractor, or may it be held by a qualified landscaping subcontractor performing the licensed work? It must be held by the Prime at the time of award.
20. Are irrigation repair parts, replacement plants, valves, drip lines and other repair materials included in the contractor’s firm-fixed annual price, or will repairs and replacement materials be separately authorized and compensated? Any noticeable repairs or fixing needs to be reported to the POC.
21. Please provide the approximate heights of the six large palm trees. Is the area accessible to a bucket truck or lift, and is the contractor responsible for removing and disposing of all palm-trimming debris? Approx 25 to 30 ft tall.
22. During monsoon season, is major storm-debris cleanup expected to be completed within the regular weekly eight-man-hour service allocation, or would cleanup exceeding the normal weekly requirement be separately authorized? Within the regular 8 hour week.
23. Please confirm which limitation-on-subcontracting requirement will apply to this SDVOSB service contract and whether work performed by a similarly situated SDVOSB subcontractor will be excluded from the applicable subcontracting calculation. The prime must perform at least 50% of the cost of contract performance and no more than 50% of the total contract amount may be paid to subcontractors that are not similarly situated entities. Work delegated to a similarly situated SDVOSB still counts toward the subcontracting limit—you can't count that work twice.
