About this file
This is a Vendor Questions & Answers document for Solicitation 1232SA26Q1242 for Invasive Plant Management services issued by the USDA.
The document addresses six key clarifications regarding contract performance requirements and submission procedures. Location requirements mandate that whoever performs the work must meet a 100-mile radius requirement from the place of performance, with prime contractors able to satisfy this through committed subcontractors. Licensing requirements may be satisfied by a subcontractor's Commercial License and applicator certificate if that subcontractor conducts herbicide applications. The period of performance is 180 days with no option periods or option CLINs, and offerors should price CLIN 0001 as a single lump-sum/job firm-fixed price with supporting pricing documentation recommended. Quotes must be submitted via email to Jacob.toft@usda.gov. The invasive plant list and removal guidelines are specified in the Florida Invasive Species Council Plant List (Attachment 3). For acceptance, the contractor is responsible for completing required treatment and removal; material cut from invasive vegetation may be left in place onsite, but stumps must be treated to prevent regrowth.

Attachment 4 – Vendor Questions & Answers Solicitation 1232SA26Q1242 - Invasive Plant Management
Q1) Please confirm whether an offeror whose principal business location is outside the 100-mile radius may satisfy this requirement by utilizing a committed subcontractor located within 100 miles of the place of performance who will perform the onsite services.
A1) Yes, whoever is performing the work must meet the 100-mile radius requirement.
Q2) If the local performing subcontractor will conduct all herbicide applications, may that subcontractor’s Commercial License and applicator certificate satisfy the licensing requirement, or must the prime contractor independently hold the same credential?
A2) Yes.
Q3) The SF1449/SOW state a 180-day period of performance, while the solicitation also states that the total contract duration shall not exceed five years. Since no option CLINs or option-period pricing schedule are provided, please confirm whether this is a single 180-day requirement. If options are intended, please provide the applicable periods and pricing instructions.
A3.) Period of Performance is 180 days. See Amendment.
Q4) CLIN 0001 does not identify a quantity or unit. Should offerors price it as one lump-sum/job firm-fixed price? Please also confirm the authorized method and destination for quotation submission.
A4) One lump-sum/job firm-fixed price is fine. Recommend providing pricing support for the line item. Quotes shall be submitted via email to Jacob.toft@usda.gov.
Q5) Please identify the specific current SFWMD invasive-plant list and invasive-removal guidelines/version that should govern performance.
A5) See Attachment 3 - Florida Invasive Species Council Plant List
Q6) For final acceptance, is the contractor responsible for completing the required treatment/removal, or for verified mortality and any necessary retreatment through acceptance?
Also, where invasive vegetation is physically cut or removed rather than herbicided in place, should the resulting material be hauled offsite or staged at a Government-designated location onsite?
A6) Material cut can be left in place, and stumps must be treated to prevent regrowth
