Question and Answer Document
Enterprise Infrastructure and Critical Operations Support Services
August 19, 2026
1. The solicitation establishes a firm fixed price order against a single 12-month CLIN, and the
Statement of Work spans network, virtualization, facility infrastructure, database and application, and storage operations at Tier II and Tier III. Can the Government provide the current or anticipated level of effort, either as total labor hours or as full-time equivalents by labor category? On a firm fixed price basis this is the single figure that most effects whether quotes are comparable to one another.
The Government has not established a prescribed level of effort, number of FTEs, or labor-category staffing mix for this requirement. Offerors are responsible for determining the personnel, labor mix, and level of effort necessary to successfully perform the requirements for the 12-month period of performance.
2. Is there an incumbent contractor performing this scope today, and if so, what is the incumbent contract number and current staffing level?
There is no incumbent contractor currently performing the full scope of work as described in this solicitation.
3. Section 2.1 identifies Brocade (Ruckus) switching infrastructure. Can the Government provide the approximate device count and the current firmware or FastIron release in use, so that lifecycle and vulnerability remediation effort can be estimated rather than assumed?
Approximately 200 Brocade (Ruckus) ICX71xx–ICX78xx series switches are deployed across the
Beltsville, Maryland area and Washington, DC locations. The environment currently operates on FastIron 8.
4. Section 2.4 identifies Asset Bank as a production Digital Asset Management platform. Is Asset
Bank hosted on Government premises or as a vendor-hosted service, and does the Government hold the vendor support agreement, or is the contractor expected to carry it?
Asset Bank operates in a hybrid environment consisting of Government on-premises and vendor-hosted components. The contractor is responsible for supporting the associated hardware and virtual environment.
5. Section 7(b) requires demonstrated experience with “Brocade (Ruckus) switching infrastructure” specifically. Will the Government consider substantially similar enterprise switching platform experience (e.g., Cisco, Aruba, Juniper) as meeting this qualification, or is Brocade/Ruckus-specific experience required?

6. Section 7(e) requires experience with a production Digital Asset Management (DAM) platform
“comparable in complexity to” Asset Bank. Will experience with other enterprise DAM or content/asset management platforms (e.g., Widen, Bynder, OpenText) satisfy this requirement, or must it be Asset Bank specifically?

7. Can the Government provide an estimated staffing level (FTE count) or labor category mix anticipated to fulfill the SOW, to assist with proposal pricing?
Please refer to the Government’s response to Question 1.
8. SOW Section 5.0 requires on-site support “a minimum of two (2) business days per week.” Is this a per-person requirement for all assigned staff, or a collective presence requirement that could be met by rotating personnel?
The requirement applies to overall contractor on-site support. Please refer to Section 5.0 of the SOW.
9. Are option years anticipated beyond the 12-month base period, and if so, will pricing for option periods be requested in a future amendment, or should offerors account for renewal expectations in their base pricing/approach narrative?
The solicitation includes a single 12-month period of performance and does not include option periods.
10. Regarding facility infrastructure engineering (structured cabling, rack/cabinet engineering, power distribution) — is this work expected to be performed by contractor labor directly, or does the Government anticipate the contractor managing/coordinating subcontracted electrical, cabling, or construction trades?
The Government does not prescribe a specific delivery model. The contractor is responsible for meeting the requirements of the SOW.
11. Is there a page limit for the technical, relevant experience, and past performance narrative responses?
No, however the instructions request that vendors only include information relevant to this project.
12. Will the Government confirm receipt of quotes submitted via email, given no confirmation mechanism is described in the solicitation?
Yes.
13. Can the Government clarify what documentation is acceptable to demonstrate the minimum qualifications in Section 7 (e.g., project narratives only, or are CPARS ratings / reference letters also acceptable)?

14. Will the Government consider conducting an industry day for this effort so industry and the
Government can perform corresponding due diligence?
No.
15. What is the anticipated budget for this effort?
The Government is not providing an anticipated budget or estimated contract value. Price will be determined through competitive quotes.
16. Can the government share its organizational chart for this effort?
The Government does not have an organizational chart specific to this effort.
17. Can the government share some of its current challenges and risks so industry can address accordingly?
Please refer to Sections 1.0 and 2.0 of the SOW.
18. Regarding RFP 2.3/2.5 - Can you provide an equipment list, Space location (address, building, and Floor), Delivery location (address, building, and floor)?
Please refer to Section 5.0 of the SOW.
19. Regarding RFP 2.3/ 2.5 - What are personnel and security requirements; Facility Security certification level?
Please refer to Section 4.0 of the SOW. No specific Facility Security certification level is required.
20. Regarding RFP 2.3/2.5 - What is the expected time frame for decommissioning and reinstallation?
No specific timeframe has been established. Activities will be coordinated as required during the period of performance.
21. Would USDA consider extending the proposal submission deadline by two weeks to allow all
Vendors sufficient time to incorporate answers to questions?
The due date has not been extended.
22. This solicitation does not include a CLIN structure. Can USDA please provide this?
The CLIN structure is on the 1449 and at the bottom of page 1 of attachment 1.
23. Please confirm whether the Government expects the Firm-Fixed Price to be submitted as one total 12-month CLIN price or whether offerors should provide a supporting breakdown by labor category, labor hours/FTEs, and/or monthly pricing.

Historical workload metrics are not considered representative of this requirement. Offerors should base pricing on the SOW and solicitation.
29. Please clarify whether the Firm-Fixed Price is expected to include all routine, migration, decommissioning, technology-refresh, and surge activities described in the SOW.
Yes. The Firm-Fixed Price shall include the services and support requirements described in the
SOW.
30. Please confirm whether the Government will evaluate only the total CLIN price or will also evaluate the underlying labor-category/hourly/monthly price information submitted by the offeror.

32. If workload materially exceeds the assumptions used to establish the Firm-Fixed Price, such as a significant increase in migration volume or infrastructure expansion, will the Government consider a contract modification for the additional effort?
Work within the scope of the SOW is included in the Firm-Fixed Price. Any changes to the contract requirements will be addressed in accordance with the contract terms.
33. Please confirm whether the applicable wage determination applies to all Contractor personnel or only personnel whose duties fall within the listed SCA occupations.
The wage determination applies to covered service employees in accordance with FAR 52.222-

34. If a proposed labor category does not directly correspond to an occupation listed in the wage determination, should the Contractor obtain a wage determination conformance after award?

38. Please provide the approximate number, models, and locations of Brocade/Ruckus switches currently deployed within the supported environment.
Please refer to Question 3 for network devices. Other infrastructure quantities, including virtual machines, databases, and storage capacity, are approximate and subject to change due to ongoing migration, expansion, and decommissioning activities.
39. Please identify the current Brocade/Ruckus software/firmware versions and any major planned network refreshes or upgrades during the period of performance.

42. Are there known deficiencies or capacity constraints involving power, cooling, telecommunications, cabling, rack capacity, or physical space at BARC, BHNRC, or USNA that offerors should consider when developing pricing?
No specific known deficiencies or capacity constraints are identified in the solicitation. The contractor is responsible for assessing infrastructure capacity in accordance with the SOW.
43. Please provide the current Asset Bank version, hosting architecture, database platform, and approximate user population.
The current Asset Bank environment is version 3.1828.45.54, operates in a hybrid
Government-hosted and vendor-hosted environment, utilizes MySQL, and contains an estimated 46,000+ digital assets.
44. Please identify the principal database platforms supporting Asset Bank and other enterprise applications within scope.
The principal database platforms within scope include MySQL, Microsoft SQL Server, and
PostgreSQL. Asset Bank utilizes MySQL
45. Please provide the approximate current storage capacity and anticipated storage growth during the 12-month period of performance.
Current enterprise storage capacity is estimated at approximately 600+ TB. Storage requirements are expected to evolve during the 12-month period of performance due to ongoing migration, expansion, and decommissioning activities. No specific storage growth rate has been established.
46. Please identify the monitoring platforms/tools currently used for network, compute, virtualization, storage, database, and application monitoring.
The primary enterprise monitoring platform is SolarWinds.
47. Please provide historical monthly averages for Priority 1, Priority 2, and lower-priority incidents across the infrastructure environments in scope.

48. Please identify the applicable SLAs, response times, resolution targets, availability requirements, and performance metrics for the services.

Continuous monitoring is required. Incident response support shall be provided as operationally necessary to meet the requirements of the SOW. Continuous on-site staffing is not required.
50. Please clarify whether after-hours or premium labor is expected to be included within the Firm-
Fixed Price.
Any after-hours or premium labor necessary to meet the requirements of the SOW shall be included in the Firm-Fixed Price.
51. Please provide the current anticipated timeline for the BARC transition and phased closure, including major milestone as expected during the 12-month period of performance.
No specific milestone dates have been established. Transition and phased closure activities will be coordinated throughout the period of performance as operational requirements evolve.
52. Please provide the estimated number of applications, servers, virtual machines, databases, storage resources, and network components expected to be migrated as part of the BARC transition.

53. Please identify the primary USDA receiving locations expected to receive systems, data, personnel, and infrastructure currently located at BARC.

55. Will the Government provide the Contractor with an established migration schedule, or will the
Contractor be responsible for developing and recommending the migration sequence?
The Government has not established a fixed migration schedule. The Contractor will be responsible for developing and recommending migration sequencing in coordination with the
Government, based on operational dependencies and evolving transition requirements.
56. Does USDA have existing tools or platforms that the Contractor must use for migration, replication, monitoring, backup, or validation activities?
Please refer to Section 6.0 of the SOW and the Government’s response to Question 46.
57. Please clarify whether the Contractor will be responsible for physically removing, sanitizing, disposing of, or otherwise dispositioning decommissioned equipment, or whether those activities will be performed by Government personnel or another contractor.
Please refer to Sections 2.3 and 2.5 of the SOW. The Contractor is responsible for decommissioning and secure sanitization activities as authorized by the Government. Final equipment disposition will be coordinated with the Government.
58. Please identify the Government's required standards and procedures for secure sanitization and disposition of storage media and other equipment being decommissioned.
Please refer to Section 2.5 of the SOW. Sanitization and decommissioning activities shall comply with FISMA, NIST SP 800-53, USDA Departmental Manual 3515-001, applicable USDA cybersecurity policies, and other applicable federal information security requirements.

Existing Government-furnished software licenses and support agreements will remain
Government-furnished. The Contractor shall include required Brocade/Ruckus network switch licensing and support entitlements in the CLIN 0001 Firm-Fixed Price. Offerors shall not include additional storage capacity or capital equipment. Please refer to the Government’s response to Question 67.
67. Please confirm whether the Contractor is expected to purchase hardware, network equipment, storage equipment, servers, or other capital equipment under CLIN 0001, or whether such equipment will be Government-furnished or separately procured.
Please refer to the Government’s response to Question 66. Offerors shall not include hardware, network equipment, storage equipment, servers, or other capital equipment in the
CLIN 0001 Firm-Fixed Price. Any such requirements will be addressed separately by the
Government.
68. Please confirm whether the Government will consider experience performed by a proposed subcontractor or teaming partner when determining whether the Contractor satisfies the minimum technical qualifications.
The Government may consider the experience and capabilities of a proposed subcontractor or teaming partner when the entity is identified in the quotation, the experience or capability being relied upon is clearly described, and the entity is proposed to perform the corresponding area of work. The Prime Contractor remains responsible for meeting all solicitation requirements.
69. May a proposed subcontractor's experience be used to demonstrate the required Tier II/Tier III enterprise infrastructure operations and engineering capability?

70. May a specialized subcontractor's Brocade/Ruckus experience be used to satisfy the
Brocade/Ruckus network engineering experience requirement?
71. May a subcontractor provide the specialized physical facility infrastructure capabilities required under this section?
72. If a proposed team collectively demonstrates all required capabilities, may the prime Contractor rely upon the combined experience of the prime and subcontractors to establish technical acceptability?

The applicable limitation on subcontracting will be calculated in accordance with FAR 52.219-
14, Limitations on Subcontracting. For this services requirement, the Contractor may not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities.
74. Would specialized functions such as Brocade/Ruckus network engineering, physical facility infrastructure, storage engineering, or other specialized technical services be permitted to be performed by subcontractors under the applicable limitation on subcontracting?

75. If subcontractors are proposed, does the Government require disclosure of subcontractor labor rates, indirect rates, markups, or cost buildup, or should the prime Contractor submit only its consolidated Firm-Fixed Price?
The Government does not require disclosure of subcontractor labor rates, indirect rates, markups, or cost buildup. The Prime Contractor shall submit its consolidated Firm-Fixed Price in accordance with the solicitation pricing requirements.
76. Are offerors required to identify all proposed subcontractors/teaming partners and their respective scope of work in the quotation?
Offerors are not required to identify all proposed subcontractors or teaming partners.
However, if an offeror relies on the experience or capabilities of a proposed subcontractor or teaming partner to demonstrate compliance with the solicitation requirements, the quotation shall identify that entity and describe the scope of work or capability it is proposed to provide.
77. May the prime Contractor use a proposed subcontractor's relevant experience under the
Relevant Experience evaluation factor?
Relevant experience of a proposed subcontractor or teaming partner may be considered when the entity is identified in the quotation and is proposed to perform the corresponding area of work. Please refer to the Government’s response to Question 68 and Factor 2 of the solicitation.
78. May a proposed subcontractor's past performance be submitted and evaluated as part of the prime Contractor's past performance submission?
Past performance of a proposed subcontractor or teaming partner may be submitted when the entity is identified in the quotation and is proposed to perform the corresponding area of work. Past performance will be evaluated in accordance with Factor 3 of the solicitation.
79. If subcontractor past performance is permitted, will it be evaluated with the same consideration as the prime Contractor's past performance?

80. Please confirm whether ongoing projects may be submitted as past performance if relevant work has been performed within the three-year recency period.
