About this file

This is a Questions and Answers document (RFQ 1232SA26Q1151) addressing industry inquiries regarding a specialized agricultural services contract.

The document addresses four key questions from potential offerors. First, FAR 52.219-14 (Limitations on Subcontracting) applies to this requirement, with prime contractors prohibited from paying more than 50 percent of the contract amount to subcontractors that are not similarly situated entities; work subcontracted by similarly situated entities counts toward this 50 percent limit. Second, the required Production Manager resume must demonstrate experience specifically in the Yuma, Arizona growing environment rather than equivalent winter wheat genetic stock production experience from other regions, as irrigation management and pesticide drift management issues are unique to this region. Third, there is an incumbent contractor currently performing this requirement, and the Government will consider incumbent past performance information as part of its independent past performance research. Fourth, the Government confirms that neither historical pricing nor an independent government estimate is available to offerors to help gauge price reasonableness for this specialized service.

Questions from the Industry

1232SA26Q1151

1. Does FAR 52.219-14 (Limitations on Subcontracting) apply to this requirement, and if so, what percentage/category (services, supply, or construction) govern the small business performance requirement? Yes, correction has been made to terms and conditions and attached to RFQ. Prime contractors may not pay more than 50% of the contract amount to subcontractors that are not similarly situated entities. Work subcontracted by a similarly situated entity counts toward this 50% limit.

2. For the required Production Manager resume, will experience be evaluated specifically for the Yuma, AZ growing environment, or is equivalent winter wheat genetic stock production experience from other regions/growing environments acceptable? Specific to this growing environment. The irrigation management and pesticide drift management issues are unique to this region.

3. Is there an incumbent contractor currently performing this requirement, and if so, will incumbent past performance information be considered as part of the Government's independent past performance research? Yes/Yes

4. Can the Government confirm whether historical pricing or an independent government estimate is available to offerors to help gauge price reasonableness, given the specialized nature of this service? No
