We do have Administration from 7:00 a.m. to at least 4:30 p.m. Since they will not be accessing any buildings, then there are no security procedures or check-ins required unless the company once to check-in with us to make sure they are doing everything to our satisfaction.

Question 12. Period of Performance (POP) & Option Structure Alignment: Attachment 1 and Attachment 3 outline a 5-year total POP consisting of one Base Year (09/30/2026 – 09/29/2027) plus four 1-year Option Years ending 09/29/2031. Question 17. I noticed FAR 52.219-14, Limitations on Subcontracting, is not checked in the solicitation. Can you confirm whether the prime contractor may subcontract the majority or all of the field grounds-maintenance work to a qualified small-business subcontractor?

Answer 17. This contract does not reach the value where the clause limitation on subcontracting is applicable. However, contractors should provide details of what work will be self-performed and what work will be subcontracted as a part of the technical submission. The amount of work subcontracted, and the commitment or lack therefore from the subcontractors for work will be considered in the technical evaluation.

Question 18. Does the prime contractor itself need to carry any specific insurance coverage, or would coverage carried by the performing subcontractor be sufficient?

Answer 18. The revisions to the FAR have removed the requirement for insurance clauses in work under commercial services. However, contractors are responsible for damages caused on Government property as well as the requirements of FAR 28.301 (b) Contractors, whether or not their contracts are subject to CAS 416, are required by law and this regulation to provide insurance for certain types of perils (e.g., workers’ compensation). Insurance is mandatory also when commingling of property, type of operation, circumstances of ownership, or condition of the contract make it necessary for the protection of the Government. The minimum amounts of insurance required by this regulation (see 28.307-2) may be reduced when a contract is to be performed outside the United States and its outlying areas. When more than one agency is involved, the agency responsible for review and approval of a contractor’s insurance program must coordinate with other interested agencies before acting on significant insurance matters.
