About this file
This is a Statement of Objectives for the purchase of a laboratory mixer to support sorghum flour research conducted by the USDA, Agricultural Research Service (ARS), Grain Quality and Structure Research Unit in Manhattan, Kansas.
The procurement requires an Oakes Laboratory Mixer Model 2MBT1A or equivalent equipment capable of producing uniform flour batters and breadings at both laboratory and pilot scales. The mixer must perform continuous homogenizing operations with adjustable output capacities ranging from a few pounds per hour to a few pounds per minute, with a specific capacity range of 10 to 120 pounds of product per hour. Key technical specifications include a 2-inch diameter rotor-stator pin mill head with tight front/rear stator and rotor assembly (0.03" clearance), jacketed design for temperature control using hot water or chilled coolant, 316L stainless steel construction for corrosion resistance, digital panel controls, dimensions approximately 30"L x 25"W x 32"H, variable speed drives (VFDs) for both pump and rotor, and sanitary food-contact surfaces meeting food production standards. The equipment must include a stainless steel rotary positive displacement feed pump (such as SPX/Tri-Clover) and a 5-gallon supply hopper. All manufacturers' parts, accessories, documentation (printed and electronic), testing, and certification documents must be included in the delivery. Shipping costs must be incorporated into the final quote price, with delivery required within 60 days After Receipt of Order (ARO) to USDA, ARS, Grain Quality and Structure Research Unit, 1515 College Avenue, Manhattan, KS 66502.

1.0 Purchase of Laboratory Mixer
Purchase of an Oakes Laboratory mixer (Model 2MBT1A) – Brand Name or Equal
2.0 Background
As our research on expanding the food applications of sorghum flours, the preparation of uniform flour batters and breadings is critical in the functional evaluation of the batters and breadings. This area of research is new to our unit and we do not have this kind of equipment in our laboratories. To study the potential food applications of sorghum flours, we need to evaluate the quality and functionality of sorghum flour batters and breadings. The Oakes laboratory mixer can not only ensure consistent flour batters/breadings, but also the only commercial mixer in the markets that can produce cake batters from cereal flours continuously at both laboratory and pilot scales. Currently, most laboratory mixers work in batch mood and commercial production runs in continuous style, which creates a big barrier between the conversion of laboratory results to commercial applications. This Oakes laboratory mixer bridges the gaps between laboratory test runs and industrial applications.
3.0 Technical Requirements
The mixer should be able to perform homogenizing function on cereal flour batter with adjustable output capacities ranging from laboratory to pilot scale volumes, saying a few pounds per hour to a few pounds per min.
The mixer should be able to perform continuous output of homogenized batters similar to commercial cake batter production process, which ensures easy conversion of laboratory test results into commercial operation.
4.0 Specifications
The equipment must be capable of making cake batters at both laboratory and pilot scales with capacities from a few pounds/hour to a few pounds/min.
The whole operation should be controlled by a digital panel and the dimension should be around 30"L x 25"W x 32" for easy moving around in the laboratory setting.
The mixer should have tightly assembled front/rear stator and rotor (0.03” clearance) with jacket for hot water or chilled coolant surrounding front to rear stator to adjust batter temperatures.
The mixer should be able to produce cake batters of different densities as product specified.
The materials for the mixing head and connection pipes and parts should be corrosion resistant (best 316L stainless steel) to accommodate different ingredients and conditions.
All the food contact surfaces, connecting clamps and pipes should meet sanitary requirements for food production and easy for cleaning.
Capacity: 10 to 120 lb of product per hour.
Mixing Mechanism: 2-inch diameter rotor-stator pin mill head for high shear and consistent, uniform cell structure.
Design: Jacketed for temperature control (heating/cooling), typically featuring 316 stainless steel construction for sanitary applications.
Components: Includes a stainless steel rotary positive displacement feed pump (e.g., SPX/Tri-Clover) and a 5-gallon supply hopper.
Controls: Variable speed drives (VFDs) for both the pump and rotor, with digital display for RPM, back pressure transducer, and air regulator for precise air injection.
5.0 Deliverables
Shipping costs must be included in the final quote price.
All manufactures, parts and accessories for the supplied model must be included.
All manufacturers’ documentation (printed and electronic) must be supplied with this equipment, including testing and certification documents.
