About this file
This document is Amendment 0001 to Solicitation 1232SA26Q1005, issued by USDA ARS Acquisition and Property Division on July 17, 2026, along with a comprehensive Questions and Answers attachment addressing bidder inquiries.
The solicitation concerns barn demolition services at a USDA ARS facility in Waco, Texas (near Riesel, TX). The structure measures approximately 30 feet by 40 feet by 12 feet with wood frame and metal roof construction. Key requirements include mechanical demolition, debris removal and disposal at licensed Texas TCEQ-compliant facilities, magnetic sweep within a 150-foot radius of the structure, site restoration with grading as specified, and installation of temporary safety fencing (4-foot or 6-foot orange safety fence acceptable). The contract specifies a 60-calendar-day performance period with normal working hours of 7:30 AM to 4:00 PM Monday through Friday, excluding federal holidays. No concrete slab removal is required. The Government will complete salvage extraction and equipment relocation during the project without impeding contractor work for more than 4 working hours. A temporary portable toilet is required on-site. The solicitation is a Total Small Business Set-Aside under FAR 52.219-6; FAR 52.219-14 limitations on subcontracting do not apply. Service Contract Labor Standards apply (not Davis-Bacon Act). No certified payroll, bid bonds, or performance bonds are required. Contractors may select their own disposal facilities and may use scrap metal recycling as an alternative to landfill disposal. Proposals must be submitted via email to Erin.Riffey@usda.gov. The amendment extends the proposal deadline and adds Attachment 5 (video of location) to the solicitation package.

Solicitation 1232SA26Q1005 RFIs
1. Pursuant to FAR 52.237-1, what are the approximate length, width, and height of the barn? Answer: FAR 52.237-1 states “Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.” The general dimensions are
30 feet x 40 feet x 12 feet, however that information does not negate the offeror’s responsibilities.
2. Is there any equipment, material, debris, or other property still inside the barn that must be removed or salvaged? Answer: No.
3. Are all utilities already disconnected? Answer: No utilities were connected to the barn.
4. Are there any known hazardous materials, such as asbestos, lead paint, chemicals, or contaminated debris? Answer: None known.
5. Are there any access limitations for heavy equipment, dumpsters, or hauling trucks?
Answer: No, other than contractor is heavily encouraged to use existing access areas and minimize damage to site, and repair damage to the site.
6. Could the Government provide any estimated debris volume or weight from pre-demolition assessments? Answer: No
7. If no formal assessment is available, please confirm whether internal records
(construction drawings, asset records, or floor plans) exist for this structure. Answer: No
8. For accurate pricing, please confirm:
(a) Whether concrete slab removal is included in CLIN 0001 as a firm base scope requirement or is conditionally excluded;
(b) If included, the approximate slab dimensions and thickness; and
(c) Whether the Government will issue an amendment clarifying this scope.
a. Answer: No slab removal is to be performed.
9. The solicitation currently includes SCA Wage Determination 2015-5261 (Revision 29).
Given that NAICS 238910 covers construction activities (mechanical demolition, foundation removal, site grading), please confirm whether this contract is subject to the
Davis-Bacon Act. If so, please provide the applicable General Decision Number for
McLennan County, Texas, and confirm if certified payroll submissions (DOL Form WH-
347) will be required. Answer: In accordance FAR 37.301, “If the contract is solely for dismantling, demolition, or removal of improvements, the Service Contract Labor
Standards statute applies”.
10. Has the Government conducted a hazardous materials or environmental site assessment of this structure? If so, will the findings be made available to offerors? If not, should contractors price for standard non-hazardous demolition, utilizing a change order mechanism if regulated materials are encountered post-mobilization? Answer: Price for standard non-hazardous demolition. Notify CO if hazardous material is found onsite when construction begins and await further instructions.
11. Will the Government complete the salvage extraction and equipment relocation referenced in SOW Section 4.1(b)(v) prior to issuing the Notice to Proceed (NTP), or will the Contractor be expected to sequence work around active Government removal activity? If the latter, will delays in salvage completion result in an adjustment to the 60-calendar-day performance period? Answer: Government will complete salvage extraction and any equipment relocation with contractors’ assistance to miminize damage to equipment. This will be performed during the project, without impeding the contractor for more than 4 working hours. Contractor to include this time in proposal.
12. Does the Government have a preferred or pre-approved C&D disposal facility, or is the
Contractor free to select any licensed facility compliant with Texas TCEQ regulations?
Answer: Contractor free to select any licensed facility compliant with Texas TCEQ regulations.
13. Is scrap metal recycling through a licensed facility an acceptable alternative to landfill disposal, and will recycling manifests satisfy the SOW documentation requirements?
Answer: Yes.
14. What specific manifest format does the Government require? Answer: The manifests provided by the landfill or licensed facility with be acceptable provided material type and weight, or quantity, of material is provided, legible, and signature provided.
15. Can the Government confirm the current approximate vegetation height within the 150-foot sweep radius, and whether the area will be mowed by Government personnel prior to mobilization? Additionally, is the sweep radius measured from the foundation perimeter or from the structure's centroid? Answer: Current vegetation height can be confirmed onsite as it varies, but an idea can be obtained from pictures in Attachment 5, added to the
Solicitation. The area will not be mowed by the Government prior to beginning of contract. Sweep radius measured from center of structure.
16. Will the Government be conducting an organized pre-bid site visit? If so, please provide the date, time, and registration instructions. Answer: Solicitation instructs interested vendors how to schedule site visit.

23, 2026? Answer: 2026.
27. Please confirm the preferred method and email address for quotation submission.
Answer: Email to Erin.Riffey@usda.gov.
28. Is there an incumbent contractor currently performing or recently performing this demolition requirement? If so, please provide the prior contract number, period of performance, and the most recent awarded value (or annual value). If this information cannot be disclosed directly, we understand it may be available via FOIA or
USAspending. Answer: No.
29. Subcontracting Limitations & Small-Business Performance. This solicitation is a Total
Small Business Set-Aside (FAR 52.219-6). However, I do not see FAR 52.219-14
(Limitations on Subcontracting) checked in the clause list. Assuming this is a specialty trade construction (NAICS 238910), if 52.219-14 applies, does the 75% limitation on subcontracting to non-similarly-situated entities (i.e., to firms outside the small-business demolition category) mean that work to other small demolition or construction firms would count toward our own performance? In other words, for clarity on how we structure our team, please confirm whether the effective subcontracting cap is 75% to non-SB subs, or whether any work to similarly-situated small-business demolition/construction firms may count as prime performance. Answer: FAR 52.219-14 is not applicable. However if subcontractors are being used and are instrumental in the technical capability of the project, their information and capabilities should be included in your proposal to show technical capability.
30. What are the working days and hours? Answer: Per Attachment 1 Statement of Work of the Solicitation, 6.0, Normal working hours are 7:30 AM to 4 PM, Monday through
Friday, excepting Federal Holidays.
31. What's the size of the barn? Answer: See RFI # 1.
32. Can the materials and equipment stay overnight inside the facility? Answer: Yes.
Contractor will be storing materials and equipment at their own risk. ARS cannot guarantee the security of the site. The contractor is also welcome to store materials and equipment, at that own risk, at the main Riesel location at 1702 Blackland Road
a. Riesel, Texas 76682.
33. Is there a concrete slab that needs to be demolished? Answer: No.
34. Are all utilities disconnected from the barn? Answer: Yes.
35. Does the vendor need to do any grading after demolition of the barn? Answer: See
Attachment 1 SOW, section 4.1. A. d).
36. Does the vendor need to do any grass seeding after demolition of the barn? Answer: No.
37. Is there water and electricity near the barn for vendors to use? Answer: No. However, there is water available at the main facility at 1702 Blackland Road Riesel, Texas 76682.
38. Will a vendor be required to have a temporary portable toilet? Answer: Yes, see
Attachment 1 SOW, section 5.5.
39. Can pictures be provided? Answer: Attachment 5, Video of Location, has been added.
SOW refers this as Attachment 4 and it was inadvertently left off the solicitation.
mailto:Erin.Riffey@usda.gov
40. Is builders' risk insurance required for this project? Answer: See solicitation.
41. Is a bid bond required for this project? Answer: See solicitation.
42. Is a performance and payment bond required for this project? Answer: See solicitation.
43. Please confirm that a 6' high construction safety fence is required? Answer: A 4 foot high orange safety fence is acceptable. A 6' high construction safety fence is acceptable but not required.
44. Please confirm the vendor can use a 4' high orange safety fence? Answer: see RFI # 43.
