About this file
This file is a Questions and Answers document clarifying requirements for Solicitation 1232SA26Q0977, a Request for Quotation (RFQ) for Grounds Maintenance services with four option years at the Knipling-Bushland U.S. Livestock Insects Research Laboratory in Kerrville, Texas. The document addresses key ambiguities in the Statement of Work, including waste disposal procedures, performance window scheduling, and service frequency. Regarding debris management, contractors may use facility dumpsters for normal grass clippings and trash that fit within capacity, but must arrange off-site disposal for oversized materials. The authorized daily performance window is Monday through Friday, 8:00 AM to 4:00 PM, with all work required to be completed by 4:00 PM. The grounds encompass approximately 5 acres and require 37 total annual mowing and trash pickup services combined, with the 38th trash pickup noted in the original schedule to be disregarded.
The solicitation is a Total Small Business Set-Aside under North American Industry Classification Standard Code 561730, with a small business size standard of $9.5 million. Quotes were due by 4:00 PM Central Standard Time on Friday, August 14, 2026, submitted electronically to lynn.hults@usda.gov. The acquisition is issued by the Department of Agriculture Agricultural Research Service and requires vendors to be active and registered in the System for Award Management (SAM.gov) at time of quote submission and award. Additional clarifications indicate that shrub and hedge trimming is limited to four scheduled annual services, fertilizer is not a contractor responsibility, and weed control is covered under a separate contract. The facility is secured by a fence operated by the front office, and no additional security clearances beyond standard SAM registration are required for contractor personnel.

Ground Maintenance Kerrville, TX
1. The SOW states that the contractor is responsible for disposal of trash, debris, and clippings, while Q&A A3 indicates that trash, debris, and organic material too large for the facility dumpsters must be hauled off. May the contractor use the facility dumpsters for normal clippings/debris that fit, with off-site haul-off required only for oversized material?
Small trash and clippings that fit the dumpster can be put in the dumpster but items that are to large will be responsibility of the contractor to dispose of offsite.
2. The SOW identifies the performance window as Monday–Friday, 8:00 AM–4:30 PM, while the Q&A states scheduled facility access will be Monday–Friday, 8:00 AM–4:00 PM. Could you please confirm the authorized daily performance window?
Monday through Friday 8am to 4 pm is the performance window and all work should be completed no later than 4pm.
There was a google map with the areas highlighted in the solicitation for the vendors to reference and I have specified in past questions that the area is roughly 5 acres.
