Additional Questions and Answers
1. Service Initiation: Will the Government notify the Contractor when mowing services are required based on site conditions, or is the Contractor responsible for monitoring grass growth and contacting the TPOC to request approval for a service visit? — TPOC will contact when needing to mow.
2. Response Time: Once a mowing service is requested or approved by the TPOC, is there a required timeframe within which the Contractor must mobilize and perform the work? — Within the work week being notified.
3. Incumbent Performance Duration: The solicitation provides historical expenditure data for contract number 12305B22P0106. To help us accurately estimate labor requirements, can the Government provide the average amount of time (number of hours or days) it typically took the incumbent to complete a single full-service visit (encompassing mowing, trimming, and clipping removal) for the 8± acre area? – There is no information on that as the government didn’t track vendor’s time, just end results.
4. Payment Frequency: The price list and schedule identify the units as "EA" (Each) for up to 30 visits per year. Could you please clarify if the contractor is expected to submit an invoice for payment after each individual service visit is completed and verified, or if invoices should be submitted on a consolidated monthly basis for all services performed during that month? – Vendors discression. An invoice can be submitted after each visit, or you can wait until the end of the month and combine all visits into one invoice, as long as the invoice clearly shows each visit (with dates) separately.
5. The RFQ description (Item 1.1) states mowing height shall be "no less than 3 inches and no higher than 3.5 inches," while the Performance Work Statement (Section 2.1.1) states a range of 3.0"–4.0". Could you confirm the correct governing mowing height range? – 3” to 3.5”
6. Can you confirm the exact number of trees requiring mulching (the PWS states "approximately 20")? Is a tree/bed location map available beyond the aerial images provided? – 20 and no, there is no additional mapping of the trees.
7. What is the specification for the mulch material (e.g., type, color, hardwood vs.
other)? Is the mulch product required to meet any sustainability/environmental standard referenced under FAR 52.223-23? — The mulch is to be dyed brown shredded hardwood mulch.
8. Who is responsible for disposal of grass clippings and any excess vegetative debris
— is on-site disposal/composting permitted, or must materials be hauled off-site?
— Clippings may be dispersed back into the 8± acres of turf and need to be spread out and not mounded in any form with no clumps present.
9. Is water access available on-site for equipment cleaning or dust control, and is there a designated area for equipment/material staging during service visits? — Equipment cleaning is to be done offsite but if water is needed for dust control water is available. The staging area is to be in front of CAT emergency generator.
10. Given the "Service Coordination and Weather Adjustments" clause in PWS 2.1.4, is there a minimum guaranteed number of visits/payments per year, or is compensation based solely on visits actually performed and approved by the TPOC? – The goal is to have 30 visits.
11. Should pricing be structured as a flat rate per visit, or a single annual lump sum covering up to 30 visits regardless of the actual number performed? – as the SF1449 and the pricing list state, you should provide pricing per visit.
12. Are there any base access, background check, or badging requirements for contractor personnel beyond registering in the Visitor's Logs. – There are no requirements for access and badging beyond registering in the contractors visitors log.
13. Clipping Disposal Requirements: PWS Section 2.1.3 requires the immediate removal of clippings from all paved surfaces. Please clarify if the Government permits clippings to be dispersed back into the 8± acres of turf, or if all clippings must be bagged and disposed of off-site by the Contractor. — Clippings may be dispersed back into the 8± acres of turf.
14. Mulch Technical Specifications: PWS Section 2.2 identifies a requirement for "foundational mulch" in the Base Year and "top-dress" in Option Years for approximately 20 trees. However, the specific type, color, and quality of mulch (e.g., double-shredded hardwood, dyed brown/black, pine bark) is not identified. As mulch type is a significant cost driver, please provide a detailed material specification. — The mulch is to be dyed brown shredded hardwood mulch.
15. Visit Guarantees vs. Ceilings: The Price List and PWS establish a maximum ceiling of 30 visits per year. PWS Section 2.1.4 states the Government is not obligated to pay for visits if the TPOC determines conditions do not warrant mowing. Does the Government provide a guaranteed minimum number of visits per year to allow for accurate labor and equipment scheduling? — The goal is to have 30 visits per contract year.
16. Personnel Count Verification: The Technical Documentation instructions require a Capability Statement listing the "number of personnel to be used". Is there a minimum staffing requirement or "manning table" the Government expects to see to determine technical acceptability, or is the headcount left to the Contractor's discretion to meet the concurrent mowing and trimming standards? – The Government does not mandate a minimum staffing requirement or a manning table;
the headcount is left to the Contractor’s discretion. However, the proposed personnel count and staffing plan will be evaluated to ensure they adequately meet the Government's performance needs as outlined in the solicitation.
