About this file
This is a Contractor Questions/Government Responses document for a federal procurement. The document addresses nine clarifications regarding a vacuum oven equipment solicitation that was posted on SAM.gov.
The government seeks a complete vacuum oven system capable of operating up to 200°C, with delivery required by July 14, 2026 at 11:00 AM EDT. The procurement is for equipment and delivery only, with no installation, startup, calibration, or user training required. Quotations must be submitted as firm-fixed price inclusive of all freight, delivery, handling, and associated costs. Respondents must submit a complete RFQ package including the SF1449 form, pricing, completed provisions, product datasheets, and a past performance questionnaire. For "or equal" product submissions, contractors are responsible for providing all technical data necessary to demonstrate acceptability. The government does not have an incumbent vendor or prior purchase history for this equipment. The government does not currently possess a vacuum pump or connection kit; therefore, vendors must include everything required for complete system operation in their quotations. The intended application involves drying processed biomass using organic and inorganic acids and sodium hydroxide, requiring the oven to be resistant to both acidic and alkaline conditions. Vendors should select compatible vacuum pump and connection kit components based on these chemical compatibility requirements.

The SAM.gov notice has been amended to reflect a close date of 7/14/2026 at 11:00am EDT.
2. Attachment II lists the required temperature range as up to 200°C, while Attachment I’s evaluation language appears to reference up to 400°C. Can you please confirm which temperature requirement controls for technical acceptability?
The Attachment II and Attachment I have been amended to correct the temperature range as up to 200°C.
3. For quote submission, should vendors submit only the completed SF1449/pricing, Buy American Certificate if applicable, product datasheets, and past performance questionnaire, or is a separate technical narrative required?
Any respondent to the SAM.gov notice should submit a complete RFQ package, SF1449, pricing, completion of any Provision requirements.
4. For vendors offering an “equal” product, will a manufacturer datasheet and line-by-line compliance matrix be sufficient to demonstrate technical acceptability?
Or Equal submissions should include all information required to evaluate the proposed “or equal” as technically acceptable. It is the contractor's responsibility to ensure that all technical data required to make this technically acceptable decision is submitted.
5. Is this requirement for equipment delivery only, or are installation, startup, calibration, or user training required?
The requirement is for equipment and delivery only.

8. Could you please confirm if you already have a vacuum pump available, or if you would like us to include a compatible vacuum pump and connection kit with the quotation?
The Government does not have a vacuum pump or connection kit. The quotation should include everything required for the system to operate.
9. If a pump is needed, please provide details regarding your process and outgassing chemistry so we can ensure the recommended pump is compatible with your application.
