About this file

This is Amendment 1 to Solicitation 1232SA26Q0811, issued by the USDA Agricultural Research Service (ARS) Acquisition and Property Division in Beltsville, Maryland, effective June 17, 2026. The amendment must be acknowledged in all proposals, and the date and time for offer submission remains unchanged.

The amendment provides responses to 24 Requests for Information (RFIs) and clarifications regarding the demolition and hazardous materials abatement scope for Building 7. Key clarifications include: approximately 28½ square feet of confirmed asbestos-containing material (ACM) blue floor tile requires licensed abatement; the chrysotile-lined fume hood is within the demolition scope with disposal per Oklahoma regulations; Building 54 power is confirmed routed through the new ductbank; the contractor is responsible for estimating backfill material volume with all material to be imported; no known buried structures exist beyond those visible during site visits; no salvageable materials are desired; gas and water lines must be capped at Building 7 and are connected to other buildings; security fencing is not required but proper safety fencing is mandatory; the Superintendent must be a prime contractor employee onsite at all times, with limitations on dual-hatting roles to prevent conflicts of interest; reasonable consideration will be given for material and equipment lead time extensions post-award; and the complete demolition of Building 7 including all floors, basement, greenhouse, and associated systems down to grade is required. The contractor bears responsibility for state tax compliance, ACM/lead abatement permitting, and site restoration per the Statement of Work and drawings. Word versions of Attachments 3 and 6 are provided as supplementary documents to the original PDFs.

Amendment 1 RFIs and additional information Amendment 1 must be acknowledged in proposal Date and time for offers remains the same.

1. What is the approximate area (square feet) and quantity of the confirmed ACM blue floor tile (stairwell, HA-14, samples 038/039/040) requiring licensed asbestos abatement?

Approximately 28 ½ square feet. Has any updated hazmat survey been conducted since the October/September 2021 Setty/Apex report? An updated hazmat survey has not been conducted ,but no changes were made to the building during this time.

2. Is the chrysotile-lined fume hood identified in the Attachment 5 photographs within the demolition scope? Yes. If so, is the liner to be removed under the licensed ACM abatement scope or demolished in place under alternative OSHA protocols? Disposal to be per State of OK regulations. Was an ACM sample taken from the fume hood liner material specifically? If not listed in hazmat survey, a sample was not taken specifically.

3. Has the new ductbank serving Building 54 been energized and commissioned? Yes Can the Government confirm Building 54 power is currently routed through the new ductbank before the old ductbank in the Building 7 basement is cut and abandoned? Yes, Building 54 power is routed through new ductbank.

4. What is the Government's estimate of the volume of backfill material required (cubic yards)? Contractor is responsible for estimating volume of backfill required. Are there any existing approved fill stockpiles on-site, or must all material be imported? Imported

5. Are there any known or suspected buried foundations, basement storage areas, below-grade structures, or underground storage tanks beyond those shown in the drawings? No known or suspected foundations beyond those visible when visiting the site and touring all levels of building 7. Note Building 7 has a basement.

6. Can the Government provide Attachment 6 (Oklahoma SHPO Fact Sheet 15) in a text-searchable format, or a summary of the minimum photograph count, equipment standards, and submittal format required for National Register documentation, so bidders can accurately price the photographic documentation requirement? Attachment 6 in word will be provided.

7. Will the Government provide Attachment 3 (Specifications) in a text-searchable or Word format, or are the UFGS demolition specification requirements summarized in the SOW and drawings? Attachment 3 in word will be provided.

8. Can the government confirm if there is anything salvageable in the building? The Government does not want to salvage anything from the building.

9. Are the gas and water lines connected to any of the other buildings? Gas and water lines are to be capped off to Building 7 and are connected to other buildings.

10. Do we need to fence in our project? A security fence is not required. Proper safety fencing or taping off of construction areas is required.

11. Can one person triple hat as Superintendent, SSHO, and QC Manager? No. The Superintendent must be an employee of the prime contractor and is to be onsite at all times when construction work is occurring. Additionally, the prime contractor’s Superintendent may “dual hat” as an “onsite” QC Manager but the “superintendent duties are the first priority of the superintendent.” At no time shall the Site Superintendent “dual hat” roles of the SSHO, this needs to be a different person entirely to avoid any conflicts of interest. The SSHO does not have to be full time onsite. The SSHO shall be onsite when/if the construction activity requires, in accordance with the submitted Site Specific Safety Plan or Accident Prevention Plan. QC and SSHO can be the same person with limitations above.

12. Can the period of performance be extended after award once material and equipment lead times are confirmed, due to current market conditions for equipment on this project?

Reasonable consideration will be given by the Contracting Officer for material and equipment lead times after award.

13. Please provide the site visit attendee sign in sheet. Sign in sheet will be provided.

14. Are soil boring reports available? No

15. Is there a bulk water fill, such as a hydrant or water source, that we can pump from for grading operations in close proximity to the site? There are two (2) frost proof yard hydrants about 100’-150’ away from building 7 available for use on this project. There is also a fire hydrant about 50’ away. Contractor responsible to coordinate use of fire hydrant with local utility.

16. Is this project tax exempt? The Contractor is responsible to include any state taxes into the proposal as necessary. Contractor shall be responsible for knowing the state tax exemption process for the state in which the work will be performed (place of performance). The USDA will not navigate the process or seek out guidance/clarification for the state tax exemption process. The USDA will limit their involvement in the state tax exemption process to simple signature approval of documents and/or submission of completed documents to an email address, etc. The USDA will not be processing or entertaining any Request for Equitable Adjustment (REA) or task order increases based upon state taxes.

17. When do you anticipate on site work starting? Anticipate awarding as soon as possible and work starting in accordance with the SOW after administrative items are complete.

Anticipate 2 months for Pre-Demolition services noted in SOW, Demolition to follow.

18. Are third party inspections required? No. Note the contractor is providing some inspections, such as those required in SOW section 4.2.2.2. h.

19. Is permitting required? Yes, as required for ACM and Lead abatement. No other permitting is anticipated.

20. Are partitioning, dust containment, and/or negative air machines required for this project, given the hazmat abatement scope? Abatement must be performed per State of OK rules and regulations, the solicitation and by a licensed contractor.

21. Please provide staking data points for the project. There are none.

22. Are red, yellow, and blue tops required? Not required.

23. Based on the documents provided, it appears that the intent is to fully demolish Building 7, including the attached greenhouse, and remove or abandon utilities as described in the investigative report and SOW. However, the solicitation does not explicitly state whether:

1. The entire Building 7 structure (all floors, basement, greenhouse, and associated systems) is to be demolished,OR

2. Only specific components (e.g., utilities, hazardous materials, certain structural elements) are required to be removed.

To ensure accurate pricing and compliance, could you please confirm: Does the scope of Solicitation 1232SA26Q0811 require a complete demolition of Building 7 and the attached greenhouse, down to grade, including all structural, architectural, mechanical, electrical, plumbing, and utility components? Yes, the entire Building 7 structure (all floors, basement, greenhouse, and associated systems) is to be demolished, including foundations below grade, and including all structural, architectural, mechanical, electrical, plumbing, and utility components.

24. Additionally, if available, please confirm:

Whether site restoration (grading, seeding, backfill, etc.) is required beyond what is stated in the SOW. Site restoration is to be provided per contract SOW and drawings and specifications.

Whether the Government will provide any additional drawings or site access for measurement prior to proposal submission. No additional drawings are available and additional site showings or access are not available
