About this file

This document is a Request for Information (RFI) with government responses for Solicitation No. 1232SA26Q0736, a federal roofing project at Building 6 of a research center campus.

The project involves replacing an existing two-layer roof system (bottom layer: ballasted asphalt with gravel coating; top layer: TPO) with a new EPDM membrane roofing system. Key requirements include installation of a minimum R-30 insulation value with a tapered system, Bilco S-50 aluminum roof hatch or equivalent with Bilco RL2-rail system, and walkway pads from the roof hatch along both sides of the air handler to the HEPA filter racks. The contractor must repair up to 100 SF of metal roof deck with additional repairs addressed as change orders for differing site conditions. Work includes roof drain repairs above the roof level, replacement of deteriorated wood blocking and metal edging, sealing duct joints, and addressing roof penetrations and flashing. The contractor is responsible for taking their own measurements, obtaining any manufacturer inspections required for the NDL warranty, and providing a site safety plan. The government will provide water and electricity connections, though contractors are responsible for making any required connections. No phasing is required to maintain building operations, no site permits are required for the federal facility, and a Notice to Proceed will be issued once the awardee submits bonding, insurance certificates, and the safety plan. Hazardous materials testing will be treated as differing site conditions if encountered during construction, and contractors should not include pricing for such testing in their proposals. The local facility point of contact is Mark Buxkemper at 979-412-5449, and a site visit was conducted on 6/18/2026.

2. We have reviewed the solicitation documents and roof drawings; however, we have been unable to identify the exact location of Building 6 within the research center campus. We have also attempted to contact the local facility using the published phone numbers but have been unable to reach anyone. Could you please provide one of the following:

• A campus/site map identifying Building 6. Attached.

• The exact location of Building 6 on the campus. Identified on site map.

• The appropriate facility point of contact who can assist with identifying the building. Mark Buxkemper is the local point of contact and can be reached at 979-412-5449

3. Has a core test been performed and if so can that be provided? A core sample was taken picture attached.

4. How many layers of roofing currently exist? There are two existing roof systems; bottom layer- Ballasted asphalt with gravel coating; top layer TPO.

5. With requested roofing system will attached metal structure need to manipulated due to the possibility of requested taper system and necessary r value possibly being higher than current roofing system? No expected metal structure manipulation is anticipated.

6. We were notified during inspection the HVAC was getting replaced. Can the current HVAC system mounted on the roof be removed if that’s the case and temporary units be installed to cool the building while roof work is being performed? AHU can be removed and temporary cooling provided at the cost of the contractor but would need to be reset in place. Contractor is responsible for proper disconnection of all controls systems, piping, and ductwork. Contractor may be able to coordinate work with the other contractor.

7. Do any architectural plans exist, and can they be provided to finalize bid? No plans exist.

8. Has the Government performed any hazardous materials testing for the existing roofing system? If so, please provide the results. If not, confirm hazardous materials encountered during construction will be treated as a differing site condition. No hazardous materials testing has been performed. If encountered during construction will be treated as differing site conditions.

9. Are contractors to include pricing for hazardous materials testing? Contractors should not include pricing as part of their proposal submission. The awardee will provide pricing as a Change Order – Differing Site Condition – if hazardous materials are discovered after work begins.

10. Please provide the project drawings. No project drawings; work requirements are in the Statement of Work (SOW).

11. Please provide the project specifications. See SOW.

12. Please provide the roof dimensions and roof layout. Contractors are responsible for taking their own measurements.

13. Please identify the existing roof assembly, including metal deck, insulation type and thickness, and existing TPO and asphalt roofing system thicknesses. See Question #4.

14. Confirm the contractor is to include repair of 100 SF of metal roof deck and any additional deck repairs will be addressed by change order. Correct; no decking repairs are anticipated. Additional quantities will be addressed as a Change Order - Differing Site Conditions – after work begins.

15. Confirm repairs to deteriorated metal deck exceeding 100 SF will be treated as a differing site condition or addressed by change order. See Question 14.

16. Please clarify the extent of roof drain repairs. Are contractors to include only repairs required at the roof level, or repairs below the roof deck as necessary? Only roof drains repair above roof level. Any detected below roof repairs will be addressed as a Change Order – Unforeseen Conditions.

17. Please provide details of the required roof hatch and guardrail system. Roof hatch to be Bilco s-50 aluminum roof hatch or equivalent and railing system to meet or exceed specifications for Bilco RL2- rail system for a roof hatch.

18. Please identify the quantity and locations of walk pads required around rooftop equipment and between the roof hatch and rooftop equipment. Walkway pads are required from the roof hatch and along both sides of the air handler (to the location of the HEPA filter racks). Pads are not required at any other rooftop equipment locations.

19. Please provide details of all existing roof penetrations and rooftop equipment requiring flashing. Existing roof penetrations are visible via a site inspection.

20. Confirm replacement of deteriorated wood blocking, metal edging, and curb materials is to be included. If so, please provide estimated quantities or the basis of payment.

Replacement of deteriorated wood blocking is required. Quantity estimates are the responsibility of the contractor.

21. Confirm the contractor is responsible for replacing gutters and downspouts only where required to drain the two end sections. No additional gutter or downspouts work is required.

22. Please identify any electrical conduits or other utilities located beneath the roof deck that require special consideration during fastening of the new roofing system. Several electrical conduit runs are at or near the roof deck. Contractor to conduct visual inspection beneath the roof deck prior to any penetrations through the deck.

23. Confirm no work to the rooftop air handler is required under this contract other than sealing duct joints as identified in the Statement of Work. No work associated with rooftop air handling is required other than sealing and flashing around the roof penetrations.

24. Confirm no interior repairs associated with existing water infiltration are required under this contract. No interior repairs are associated with project.

25. Please confirm whether asbestos, lead, or other hazardous materials are present in the existing roofing system and provide all available reports. See Questions 8 and 9.
