About this file
This is a Questions and Answers document for the USDA NCAUR Peoria Headhouse and Greenhouse construction project (Contract Number 1232S26Q0701), issued by BE and IMEG on July 2, 2026.
The document addresses 14 clarification inquiries regarding project specifications and requirements. Key contractual requirements include: no liquidated damages apply; a bid bond is required at 100 percent of the original contract price; and onsite workers must complete a background check and request a USDA LincPass. Material specifications clarify that polycarbonate panels (translucent/opal finish) are only required at the greenhouse-headhouse interface and utility chaseway locations, applied only to interior faces, while partition walls between greenhouse bays use acrylic materials. Ceiling finishes are confirmed as exposed structure (painted) in the headhouse with ductwork and conduit excluded from painting, and drywall ceiling in the utility chaseway as shown on drawings. Mechanical systems clarifications indicate that heating and cooling for the greenhouse height increase (Bid Option 4) are already incorporated into the design, and deionized water piping does not require insulation. For the CO2 system (Bid Option 5), contractors should exclude the 6-ton vertical CO2 tank and tank appurtenances from pricing, as these are furnished through a lease arrangement with the Government Representative; however, all other CO2 system components including concrete pad, fencing, bollards, and CO2 piping are included in the bid option. Cold water piping requires Type B insulation for all 3-inch piping from the penthouse connection down to the shutoff valve inside the greenhouse circulation area due to routing through non-air-conditioned spaces.

USDA NCAUR Peoria Headhouse and Greenhouse Questions and Answers
(BE & IMEG Responses 07.02.2026)
1. Are any liquidated damages for the Construct Headhouse & Greenhouse, Peoria, IL, 1232S26Q0701 project.
1. No
2. Is there a bid bond required for this project? Also, what percentage is required for a performance bond?
1. Yes, 100 percent of the original contract price.
3. REF: Written spec 133413.13 - 2.06 b notes polycarbonate "at greenhouse side of interface with headhouse and utility Chase way".
1. Is the partition between GH bay 1 & 2 to be acrylic?
1. BE: No, see building section 4/A400, including keynote 13.02. See also, spec 13 34
13.13 section 2.06A. Note: the only reference to polycarbonate panels is in reference to greenhouse side of interface with headhouse and utility chaseway.
2. Is the wall between the GH Bays 1 & 2 and the approx. 6' x 40' corridor to be acrylic?
1. BE: No, see building section 4/A400, including keynote 13.02. See also, spec 13 34
13.13 section 2.06A. Note: the only reference to polycarbonate panels is in reference to greenhouse side of interface with headhouse and utility chaseway.
4. Drawing A600 Detail 7 shows the wall between GH bay 1 and the headhouse as opal, are all the polycarbonate walls to be opal?
1. BE: Yes, at the two interface locations (see relevant drawings) noted in response above, the polycarbonate panels should be “opal” (i.e. translucent rather than transparent). These panels will only be applied to interior faces of the relevant walls.
5. Is the partition wall between GH bays 1 and 2 to be a permanent wall or possibly removable at some point?
1. BE: The assumption that the partition between the two bays will be permanent because of the BSL-2P containment requirements.
6. The plans call for the exposed ceiling to be painted at the Headhouse. Does the ductwork and conduit get painted?
1. BE: No, only the exposed ceiling/structure will be painted.
7. The room finish schedule calls out an exposed ceiling at the Utility Chaseway; Dwg 6/A701 shows drywall. Please confirm.
2 – USDA NCAUR PEORIA HH-GH RFI RESPONSES 07.02.2026
1. BE: The Utility Chaseway does have a drywall ceiling as shown on drawing 6/A701.
8. Please confirm what security requirements/background checks are needed for the onsite workers.
1. A background check will be required, contractors will need to request a USDA LincPass.
9. On dwg T101 it shows new conduit in the passage area just south of the cold storage. Please confirm if the ceiling is open in that area or what type of ceiling it has.
1. IMEG: The room is open to structure here (no ceiling). Refer to the included image of the passage way.
10. On the Bid Option 4 - Increase greenhouse height by 4'0", are we to include additional heating/cooling costs associated with this option? We don't see any mention of it on the mechanical drawings.
1. IMEG: Heating and cooling for the height increase are already incorporated into the design.
11. For the Alternate Option 5 - Should the pricing include the CO2 tank?
Drawings indicate in Detail 8/P400 "6 ton vertical CO2 tank and appurtenances furnished and installed through lease arrangement with Government Representative"
1. IMEG: No, the cost of the CO2 tank and tank appurtenances will be incorporated into the lease arrangement with the Government Representative.
12. Specs indicate in Section 012000:
E. Alternate No. 5: CO2 System
1. Base Bid: No CO2 system as indicated in the Drawings
2. Alternate: Add a new CO2 system including, but not limited to a concrete pad, fencing, bollards, CO2 tank and CO2 piping as shown on Sheets C200, and P300 and as indicated in the Drawings.
1. IMEG: All CO2 system components described above are part of Bid Option #5.
3 – USDA NCAUR PEORIA HH-GH RFI RESPONSES 07.02.2026
13. The Pipe Insulation Schedule on drawing P600 has specs for CW, HW, HWC, NCW, and TW piping;
however, I could not find a specific insulation requirement for the Deionized Water (DI) system.
Please clarify the following:
Is the DI water piping required to be insulated?
If insulation is required, please specify the insulation type and thickness.
1. IMEG: The DI piping does not need to be insulated.
14. Additionally, the specifications indicate that Type A plumbing insulation is not permitted in non-air-conditioned spaces. Based on our review of the drawings, most cold water piping appears to be located within conditioned spaces, including the greenhouse areas.
Are there any cold water piping systems or segments that are considered to be located in non-air-conditioned spaces and therefore require Type B insulation?
If so, please identify the applicable piping and locations.
1. IMEG: All of the 3” CW piping from the new connection in the penthouse (shown on P105) down to the 3” shutoff valve just inside GH Circ. 05 (shown on P300) shall have Type B insulation because some of the spaces the pipe is routed through are not air conditioned.
