About this file

This is a Questions and Answers document for USDA Agricultural Research Service RFQ 1232SA26Q0626 for a Mapping Drone system, addressing clarifications on aircraft platform specifications, sensor payload requirements, software licensing, delivery logistics, and warranty terms.

The Q&A clarifies that equivalent fixed-wing VTOL platforms beyond the WingtraRAY will be accepted if they meet or exceed all minimum specifications, including flight time greater than 50 minutes with a standard RGB mapping payload installed. The onboard GNSS receiver must support multi-frequency operation and tracking of at least four constellations with survey-grade PPK capability. The RGB camera requirement of at least 61 megapixels does not mandate a full-frame sensor and can include multi-sensor stitching arrays. The five-band multispectral sensor (blue, green, red, red edge, near-infrared) need not match specific manufacturer wavelength specifications but must provide radiometrically calibrated data suitable for scientific research and vegetation monitoring. The flight controller tablet requires minimum 480-nit brightness, greater than 8-inch display, greater than 5,000 mAh battery, and Wi-Fi capability; cellular connectivity is not required. Battery sets are defined as complete flight sets, equaling three pairs (six individual batteries) for aircraft requiring dual batteries per flight. All core flight operations software must remain usable without mandatory recurring subscriptions, with the Government maintaining the primary administrative account. The Government retains ownership of all collected imagery and derived datasets, which must be exportable in standard industry formats without requiring exclusive cloud-based processing. Equipment delivery to 64 Nowelo Street, Hilo, HI 96720 must occur within 90 days of award via methods complying with HAZMAT regulations at the contractor's discretion. Final inspection and acceptance occur upon physical delivery; on-site training and pilot support are not required, with standard manufacturer documentation and remote support deemed sufficient. The quoted system must include the manufacturer's standard commercial warranty with clear identification of coverage period and scope in the proposal. No follow-on maintenance, replacement parts, or optional payload CLINs are required as part of this procurement.

Question and Answers Mapping Drone

1232SA26Q0626

Aircraft Platform, Specifications & Compliance Clarifications Q1: Equivalent Model Acceptance: The solicitation references the WingtraRAY or equivalent. Will the government explicitly accept other fixed-wing VTOL platforms (e.g., Quantum-Systems Trinity Pro or similar NDAA-compliant airframes) if their default flight time or payload capacities vary slightly from the specified minimums?

A1: Yes. Equivalent fixed-wing VTOL platforms will be considered provided they meet or exceed all minimum technical specifications and salient characteristics identified in the solicitation. Products that do not meet one or more of the stated minimum requirements will not be considered equivalent.

Q2:Flight Time Parameters: The specification requires a flight time of > 50 minutes "fully charged without payload". Given that endurance changes once a payload is mounted, does the government expect the > 50 minute benchmark with standard payloads attached, or strictly as an airframe baseline?

A2: The minimum flight time requirement applies to operation with a standard RGB mapping payload installed. The Government recognizes that flight endurance varies depending on payload configuration and environmental conditions. Compliance with the minimum flight time requirement is expected under normal operating conditions using a standard RGB mapping payload. Flight times with heavier payloads, such as LiDAR sensors or other specialized equipment, are not required to meet this minimum.

Q3: NDAA Documentation: What specific level of NDAA (National Defense Authorization Act) compliance documentation or supply chain transparency statement does the contracting office require with the proposal submission to prove compliance?

A3: The NDAA information should be the same as provided through SAM account.

Q4: Onboard PPK Receiver: Does the requirement for an "onboard PPK receiver" mandate a specific GNSS constellation support level (e.g., L1/L2 GPS, GLONASS, Galileo, BeiDou) or base station compatibility (such as NTRIP service integration)?

A4: The onboard GNSS receiver shall support multi-frequency operation and tracking of at least four GNSS constellations. The system shall support standard post-processed kinematic (PPK) workflows capable of producing survey-grade positioning accuracy.

Payload, Sensors & Hardware Specifications Q5: RGB Camera Resolution: The specification lists an RGB camera "at least 61 MP". Does the government require a full-frame sensor (such as a Sony A7R IV / V class equivalent integrated into the payload), or will multi-sensor stitching arrays meeting the aggregate pixel count be accepted?

A5: A full-frame sensor is not required. Any camera system meeting or exceeding the minimum effective resolution of 61 megapixels is acceptable, provided it is intended for professional photogrammetric mapping and is capable of producing research-quality imagery suitable for survey and scientific applications.

Q6: Multispectral Band Specifications: The requirement calls for a five-band multispectral camera including red, green, blue, red edge, and near-infrared. Are there specific center-wavelength and bandwidth requirements (e.g., MicaSense / AgEagle RedEdge-P specifications) required for cross calibration with existing USDA research datasets?

A6: The multispectral sensor shall, at a minimum, include blue, green, red, red edge, and near-infrared spectral bands. Exact center wavelengths and bandwidths are not required to match a specific manufacturer's specifications; however, the sensor shall provide data quality suitable for scientific research and vegetation monitoring and be comparable to established commercial multispectral mapping systems. The sensor shall support radiometrically calibrated data collection suitable for quantitative analysis.

Q7: Controller Specifications: The flight controller / tablet requires \ge 480 nit brightness, > 8-inch display, > 5000mAh battery, and Wi-Fi capability. Is cellular connectivity (LTE / 5G) required in the tablet, or is local Wi-Fi sufficient for field operations?

A7: Local Wi-Fi capability is sufficient to meet the requirements of this solicitation. Cellular (LTE/5G) connectivity is not required.

Q8: Battery Quantities: The solicitation requires "at least three sets of batteries". Given that VTOL fixed-wing systems typically utilize paired battery configurations per flight, does "three sets" mean three individual batteries or three pairs (total of 6 physical batteries)?

A8: "Three sets of batteries" refers to three complete flight battery sets. For aircraft requiring two batteries per flight, this equates to three battery pairs (six individual batteries total).

Software, Licensing & Data Rights Q9: Flight Planning Software: The package must include "flight planning and control software". Does this include enterprise tier lifetime licenses, or does the government expect recurring subscription licenses to be funded separately post-warranty? Who will hold the primary software administrative account?

A9: The package shall include all software licenses required for mission planning, flight operations, and operation of the supplied sensors. Software required for core flight operations shall remain usable without mandatory recurring subscription fees. Time-limited software updates, technical support, or optional premium services are acceptable. The Government will maintain the primary software administrative account.

Q10: Data Ownership & Cloud Processing: Are there specific data security, cloud storage, or processing software restrictions (e.g., on-premise processing vs. cloud-based photogrammetry suites like Pix4D or Agisoft Metashape) mandated for research data collected under this ARS project?

A10: The Government retains ownership of all imagery and derived datasets collected with the system. No specific photogrammetry software is required; however, the system shall not require exclusive cloud-based storage or processing. Imagery and associated metadata shall be exportable in standard industry formats suitable for processing using commercially available photogrammetry software.

Delivery, Logistics & Site Acceptance Q11: Shipping & HAZMAT Destination: Equipment is to be delivered to 64 Nowelo Street, Hilo, HI 96720. Given that high-capacity lithium-ion drone batteries are classified as hazardous materials (HAZMAT) for air freight, is the contractor responsible for arranging certified ocean freight, or is air freight required to meet the 90-day delivery window?

A11: The contractor is responsible for arranging shipment in accordance with all applicable federal, state, and carrier regulations governing the transportation of hazardous materials. The method of shipment is at the contractor's discretion, provided the equipment is delivered within the required delivery period.

Q12: Inspection and Acceptance Testing: The delivery window is "90 Days After Award". Does the 90-day period conclude upon physical delivery to the Hilo facility, or does it require a successful functional flight test conducted by the vendor or government operators on-site in Hawaii?

A12: The required delivery period is satisfied upon physical delivery of the equipment to the designated delivery location. Final inspection and acceptance will be performed by the Government following receipt to verify that the equipment conforms to the requirements of the solicitation. Any deficiencies identified during inspection or initial functional verification shall be addressed in accordance with the applicable warranty and contract terms.

Q13: Training and On-Site Support: Does the scope of work include mandatory on-site pilot training, flight safety briefings, or technical onboarding for USDA researchers in Hilo, or is standard factory documentation and remote support deemed sufficient?

A13: On-site training, flight safety briefings, and technical onboarding are not required as part of this procurement. Standard manufacturer documentation and remote technical support are sufficient to meet the requirements of the solicitation. If the Government determines that additional training or on-site support is needed in the future, those services may be procured separately.

Contractual, Warranty & Administrative Terms Q14: Commercial Warranty Requirements: What standard commercial warranty period (e.g., 1-year or 2-year comprehensive hardware coverage, including hull protection or manufacturer defect coverage) is required to be baked into the equipment price?

A14: The quoted system shall include the manufacturer's standard commercial warranty applicable to the proposed equipment. Vendors shall clearly identify the warranty period and describe the warranty coverage included with their proposal.

Q15: Option or Maintenance CLINs: Are there any anticipated follow-on requirements for replacement parts, spare propellers, additional sensor payloads, or annual maintenance calibration services that should be itemized outside of the initial baseline package?

A15: No. The Government is only seeking the baseline system and associated accessories identified in the solicitation. Replacement parts, spare components, additional payloads, maintenance services, and other optional items are not required as part of this procurement and should not be separately itemized unless specifically requested.
