About this file

This document is a Government clarification on inspection and acceptance procedures for a UAS (Unmanned Aerial System) with integrated payload solicitation.

The Government has implemented revised procedures to streamline delivery and ensure prompt vendor payment. Prior to formal training, vendors must conduct a Compliance Flight at their facility to verify that the UAS and integrated payload are fully functional and properly communicating. Upon successful completion, the Government provides verbal on-site acceptance of the system. Training must commence immediately following verbal acceptance and be completed within 30 days of contract award or within 30 days of the vendor notifying the Government of system readiness. The Government assumes risk of loss during training, and vendors are not responsible for damage resulting from Government operator error. For training facilities within an 8-hour drive of the Government facility, the Government takes physical possession immediately after training, and vendors may submit invoices in IPP.gov once the Government returns to its facility and enters the receiving report. For facilities exceeding an 8-hour drive, vendors are responsible for securely packing and shipping the accepted unit to the final destination. Vendors may submit invoices upon shipment, with approval contingent upon a successful destination inspection confirming the unit arrived in the same condition as when accepted.

Government Clarification on Inspection and Acceptance Procedures

For this solicitation, the Government is revising the inspection, acceptance, and delivery procedures to ensure a streamlined handoff and prompt vendor payment.

1. Compliance Flight & Acceptance: Prior to the start of formal training, the vendor shall conduct a Compliance Flight at their facility. This demonstration must verify that the UAS and integrated payload are fully functional and communicating correctly. Upon the successful completion of this flight, the Government will provide verbal acceptance of the system on-site.

2. Training & Risk of Loss: Training will commence immediately following verbal acceptance. Because acceptance occurs prior to training, the Government assumes the risk of loss during the training session. In the event of damage occurring during training due to Government operator error, the Government will be responsible for the asset as the owner.

3. Training Timeline: Training must be scheduled and completed within 30 days of contract award (or within 30 days of the vendor notifying the Government of system readiness). This ensures the vendor is not carrying the cost of the hardware for an extended period.

4. Possession, Logistics & Invoicing:

4.1 Within 8-Hour Drive: For training facilities within an 8-hour drive of the Government facility, the Government will take physical possession of the unit immediately following the training session. At this point, the vendor may submit their invoice in IPP.gov; the invoice will be approved upon the Government's return to its home facility and successful entry of the receiving report.

4.2 Beyond 8-Hour Drive: For facilities exceeding an 8-hour drive, the Government will verbally accept the unit on-site following the compliance flight. The vendor is then responsible for securely packing and shipping the accepted unit to the final destination. At the time of shipment, the vendor may submit their invoice in IPP.gov.

The invoice will be approved for payment following a successful destination inspection to verify the unit arrived in the same condition it was accepted.
