About this file

This is a Questions and Answers (Q&A) document for a USDA dairy feed supply contract.

The contract involves the provision of two primary feed products: Cow Lactation Premix and Dry Cattle Premix. Typical delivery orders specify 10 tons per order for Cow Lactation Premix and 5 tons per order for Dry Cattle Premix, though quantities may vary within a range of approximately 2 tons plus or minus. The government currently feeds 6 head of lactating cattle (typical range 20-35) and 70 head of dry cattle (typical range 50-100) daily, with numbers fluctuating considerably. The Dairy Trace Mineral component must include zinc sulfate, manganese sulfate, Selisseo 0.3%, copper chloride, iodine 9.2%, and cobalt carbonate. The contractor is responsible for commercially sourcing the Dairy Trace Mineral based on the specified components rather than using a USDA-approved supplier. Ingredient concentration equivalents are permitted if they do not constitute significant changes to the required ration formulation, though proposed reformulations involving items such as Selenium 1600, Vitamin A, or Vitamin D3 may require approval from the contracted Dairy Nutritionist.

Question: If the exact ingredient concentration is not commercially available for items such as Selenium 1600, Vitamin A, or Vitamin D3, would USDA allow an equivalent concentration/reformulation if the final ration meets the required formulation, or must the contractor quote strictly the listed ingredient concentrations with no deviation?

Answer: Equivalent would be allowed but must not constitute a significant change to ration from required formulation. Proposed changes may need to be approved by our contracted Dairy Nutritionist.
