About this file

This document is a Questions and Answers (Q&A) file addressing clarifications on a federal gas cylinder supply contract opportunity.

The Government seeks gas supply services with two deliveries per week to a single centralized delivery point (courtyard cylinder storage cage). Key gas types include UHP nitrogen, UHP helium, liquid nitrogen (230-liter size), ultra zero air, UHP hydrogen, UHP oxygen, and 95% nitrogen/5% hydrogen mixtures. The facility maintains approximately 100 cylinders onsite monthly, with between 2 and 20 cylinders typically filled, exchanged, delivered, or picked up during an average month. All cylinders currently onsite are supplier-owned rental cylinders belonging to the current supplier; the Government will retain these until empty and return them to the current supplier. The incoming contractor must provide cylinders for all new orders under this award. The contract covers only new orders beginning September 30, and existing on-hand cylinders will not be affected by the transition. The Government currently fulfills this requirement using Government Purchase Cards and there is no existing contract number for this requirement. Site visits are not available due to fiscal year-end time constraints. The facility is amenable to alternative delivery schedules (such as Monday/Thursday or Tuesday/Friday) provided orders arrive within the three-day delivery requirement specified in the Statement of Work.

Text version

1. The estimated annual quantity/usage for each line item listed in the amended Schedule of Items.

This is entirely research-dependent. The most frequently used cylinders in 2026 are UHP nitrogen, UHP helium, liquid nitrogen (the 230 liter size), Ultra zero air, UHP hydrogen, UHP oxygen, and the 95%nitrogen/5% hydrogen mix.

2. If estimated quantities are not available, the historical quantities purchased or consumed by line item, preferably for the most recent 12-month period available.

Attached.

3. Of the approximately 100 cylinders onsite monthly referenced in the Statement of Work, approximately how many cylinders are typically filled, exchanged, delivered, or picked up during an average month?

Between two and 20 cylinders. This is entirely research dependent.

4. If available, the approximate current cylinder inventory by gas type, including Argon, Carbon Dioxide, Helium, Hydrogen, Nitrogen, Oxygen, and specialty mixtures.

Attached.

5. Can you please clarify the following:

• MED HIGH PRESSURE>50CF

• AMPLIFYMAX HIGH CAPACITY

• SPEC HIGH PRESSURE>100CF

• SPEC STARES HIGH PURITY

• SPEC LIQUID STARWATCH

• SPEC MED ALUM 100-200

Please look these up on the historical annual usage they are better defined in the product column.

6. Could you please confirm whether the approximately 100 cylinders currently onsite are Government-owned cylinders or supplier-owned/rental cylinders?

The government does not own any cylinders.

7. If they are supplier-owned, could you also let us know whether they belong to the current gas supplier and whether the incoming contractor/supplier would be expected to provide its own cylinders as part of the cylinder rental/exchange program?

The Government will keep what they have until empty and return to the current supplier.

This award will be for all future orders, and the cylinders must be provided for new orders.

8. What is the current contract number for this same requirement opportunity?

There is no contract for the current requirement. It is fulfilled with the Government Purchase Card.

9. Are there any provisions for a site visit?

Due the time constraints of end of fiscal year, a site visit is not possible.

10. How many delivery points are there at the facility or is it (1) centralized delivery point (courtyard cylinder storage cage)?

One Centralized Delivery Point

11. What is the Transition Time Allotted being the POP is listed as beginning 30 SEPT and the current submission deadline is the 28 SEPT?

The contract will only cover new orders and will not be affected by anything on hand. On hand canisters will be used until emptied, returned to that owner and then the follow-on will be ordered through this contract.

12. Is the facility amenable to negotiating a delivery schedule other than WED/FRI as long as it still meets 2x per week (e.g., MON/THUR or TUE/FRI)?

Yes, as long as orders arrive in the 3 days required by the SOW.
