About this file

This is a Bidder Questions and Government Responses document for a cold storage room installation project at University Park, Pennsylvania, dated February 27, 2026. The document addresses 13 questions from bidders regarding specifications, requirements, and design parameters for the walk-in cooler installation within a laboratory space.

Key technical requirements established include: temperature control at standard +/- 4°C with uniformity of +/- 2°C (range 2°C to 6°C), relative humidity control between 30-50%, interior and exterior aluminum white skins as specified, diamond tread plate flooring, and stainless steel adjustable-height shelving with minimum 72"w x 24"d x 63"h dimensions and 400 lbs load rating per shelf (three shelves per unit). The anticipated stationary load capacity requirement is 5,350 lbs. The door width is fixed at 36 inches. Additional work scope includes relocating existing fire sprinkler heads inside the cooler, relocating the fire alarm speaker, and relocating the disconnect switch per the revised Statement of Work dated February 27, 2026. The government rejected a cost-reduction proposal that would have eliminated the disconnect switch relocation requirement. Third-party field testing is not required; instead, manufacturers must provide certified start-up documentation and a start-up report. The laboratory space housing the cooler will maintain controlled temperature and humidity levels.

University Park, PA – Cold Storage Room

Bidder Questions and Government Responses

February 27, 2026

1. As the walk-in cooler will be located indoor within a laboratory space. Will the laboratory space be controlled with a set temperature and humidity level?

Government Response: Yes.

2. Fire sprinklers were recently installed into the space where the walk-in cooler will be located. Will the contractor be required to relocate the existing sprinkler heads inside the walk-in cooler?

Government Response: Yes. Refer to revised Statement of Work dated February 27, 2026.

3. The existing fire alarm speaker located in the space where the walk-in cooler will be installed. Would the contractor be required to relocate the fire alarm speaker?

Government Response: Yes.

4. Would a bid which eliminates the requirement to relocate the disconnect switch be considered? Installing the condensing unit to the right of the existing disconnect switch (5 ft to Right) would reduce the cost of electrical work. Protective bollards would also be installed to protect the condenser from vehicle collisions.

Government Response: No. Refer to revised Statement of Work dated February 27, 2026.

5. Please confirm target temperature of the cold room or should we assume standard +/- 4°C?

Government Response: Standard +/- 4°C is acceptable.

6. Does the room have any temperature uniformity requirements, or is a standard +/- 2°C acceptable?

Government Response: Standard +/- 2°C is acceptable (4°C +/-2°C, 2°C to 6°C).

7. Is there a relative humidity set point required? If so, is there a relative humidity uniformity required?

Government Response: Relative humidity shall be controlled to between 30-50%.

8. Per attachment 3, specification 132126 section 2.1.1.c mentions interior and exterior aluminum white skins. Please confirm this is the desired finish or if unpainted mill finish, 26 gauge stucco embossed coated steel is acceptable?

Government Response: Interior and exterior aluminum white skins shall be as specified.

9. Per attachment 3, specification 132126 section 2.1.1.c it mentions the insulated floor panels being covered with diamond tread plate. Please confirm if this is required or if manufacturers standard floor covering is acceptable.

Government Response: Flooring shall be diamond tread plate as specified.

10. Per attachment 3, specification 132126 section 2.2 it mentions shelving. Are shelves required in this cold room? If so, what size and how many?

Government Response: Shelves are required. Load rating per shelf must be a minimum of 400 lbs, stainless steel adjustable height shelves, minimum of 72"w x 24"d x 63"h for each shelving unit, three (3) shelves per unit.

11. Is 3rd party field testing required?

Government Response: No. Provide manufacturer’s certified start up of the cold room including manufacturer's start up report.

12. Is a door width greater than 36 inches required to accommodate pallets that will be placed inside the unit?

Government Response: Door width shall be 36”

13. What is the estimated weight of the product to be stored? We are including a floor system in our quotation, and load capacity will depend on the anticipated weight.

For reference, the Titan floor option is rated for 5,000 lbs of stationary load.

Government Response: Refer to Statement of Work paragraph 2.2.2. Anticipated stationary load of 5,350lbs.
