All maintenance and repairs must comply with Original Equipment Manufacturer specifications using factory-tested OEM parts only—not salvaged or build-to-order components. Technicians performing work must be OEM-trained, and the contractor must maintain access to current OEM factory training and parts inventory. All inspection reports and testing results must be submitted to the assigned Contracting Officer's Representative.

1.0 Introduction

1.1 The Agricultural Research Service (ARS) is the U.S. Department of Agriculture's chief scientific in-house research agency with the mission to deliver scientific solutions to national and global agricultural challenges. 1.2 The USDA’s Pacific Shellfish Research Unit, located in Newport, OR, has a requirement the annual maintenance, service, and support of three USDA owned Industrial Plankton Brand Plankton Algae

Photobioreactors and two shared head tanks.

2.0 Objectives

2.1 This requirement is for the annual maintenance, service, and support of three USDA owned

Industrial Plankton Brand Plankton Algae Photobioreactors and two shared head tanks.

2.2 The Contractor must perform routine maintenance, emergency repair, and enhancements to the instruments and associated components to continue or restore full system performance according to manufacturers’ specifications.

2.3 Service and maintenance must include unlimited emergency visits during regular business hours

(excluding federally mandated holidays), scheduled preventative maintenance visits, software upgrades, online technical support, and telephone assistance to resolve technical problems. Expenses must include all parts (excluding consumable items), labor, travel, and per diem. The Contractor must repair/replace all parts (i.e., hardware/software accessories, sub-components, and systems) required for the operation of the instruments. Consumables are not covered under maintenance contracts, however, the contractor’s quote must include what parts/items are considered consumables.

3.0 Requirements

3.1 Annual Service Plan for three Industrial Plankton Brand Plankton Algae Photobioreactors and two shared head tanks.

3.1.1 The service must be carried out by an authorized dealer, authorized distributor, or authorized reseller capable of providing qualified service technicians to perform preventative maintenance and on call service as needed for instrument malfunctions to include all OEM parts, labor, travel, emergency repairs and technical support.

3.1.2 Through the service agreement, the contractor must provide the necessary personnel to execute on-site preventative maintenance and repair and other services as identified below.

3.1.3 Providing applicable users with direct telephone and/or Internet technical support from

Original Equipment Manufacturer (OEM)-trained individuals.

3.1.4 The equipment portion of the service agreement must include at least one annual Preventative

Maintenance visit per year per instrument and on-site repair calls when necessary.

3.1.5 The service contract must provide unlimited on-site visits.

3.1.6 Repairs must be rendered on-site unless otherwise agreed upon by both parties.

3.1.6.1 If a part or equipment needs to be repaired off-site, the Contractor will be responsible for all packaging, shipping, and transportation costs, as well as liability for the shipment from and to the laboratory facility.

3.1.7 All maintenance and repair activities (including warranty work) must be accomplished in accordance with Original Equipment Manufacturer (OEM) specifications using OEM parts.

3.1.8 All PM or repair services must be performed by OEM-trained technicians.

3.1.9 The contractor must have access to the most current OEM factory training for hardware.

3.1.10 The contractor must have access to the most current OEM factory parts – not build to order parts.

3.1.11 The contractor must not use salvaged parts from other instruments for performing maintenance and repair.

3.1.12 All parts used in the PM and repairs must be guaranteed, factory-tested, OEM quality parts.

3.1.13 PM visits must include replacing parts subject to wear as defined by OEM specific PM checklist with OEM factory parts.

3.1.14 Parts, labor, and travel/per-diem costs for PM and repairs must be included in the price of the service agreement.

4.0 Period of Performance

4.1 The period of performance will be 12 months with four 1-year option periods.

5.0 Inspection and Acceptance

5.1 All inspection reports and testing results shall be submitted to the assigned Contracting Officers Representative.
