About this file
This is a Questions and Answers document for a federal contract opportunity containing three clarifications issued prior to the proposal deadline of February 20, 2026, at 1 pm Central Time.
The document addresses three key inquiries: First, the contracting officer clarified that no liquidated damages are included in the contract. Second, regarding the 90-day construction duration timeline, the contracting officer confirmed that notice to proceed can be issued after preliminary submittals are received, and contractors with longer known performance periods should propose an achievable extended timeline in their bids, with extensions available under Federal Acquisition Regulations. Third, concerning a plumbing drain line scheduled for replacement that may conflict with an existing fume hood, the contracting officer authorized rerouting the drain line as an acceptable alternative to moving the fume hood. These answers provide flexibility on scheduling and technical execution while maintaining the government's objective to award a contract with a realistic and achievable period of performance.

Questions and Answers:
The following questions were all that were received prior to the due date.
Proposals are now due on February 20, 2026, at 1 pm Central Time, to allow for time for the answers to be considered.
1. Are there liquidated damages? If so, how much?
Answer: No Liquidated Damages included.
2. The construction duration provided is 90 days after the notice to proceed. Because submittals and procurement lead times, particularly for the casework which can take several months, can the notice to proceed and construction start date be staggered to allow the necessary time for submittals and procurement?
Answer: Notice to proceed can be issued after preliminary submittals. If the known performance period is longer than the requested 90 days, please include a proposed period of performance. Extensions are authorized in accordance with the Federal Acquisition Regulations, but we want to award with an achievable period of performance.
3. The plumbing drain line is scheduled to be replaced but it appears to run underneath an existing fume hood. If the fume hood cannot be moved, is it acceptable to reroute the plumbing drain line?
Answer: If the water line does run underneath the fume hood, it should be rerouted to avoid moving the fume hood.
