Questions and Answers

Question 1. I noted that the solicitation includes two separate performance periods for sheep shearing, one in February and one in April. Could you please confirm whether partial invoicing will be permitted upon completion of the February work, with the remaining balance being invoiced following completion of the April requirement?

Answer. That makes sense to me. As they are paid by head that would be easy enough to keep track of.

Question 2. I have a prospective Sub that wants to know if he would be allowed to use his personal equipment if needed. He has his own shears and a mobile unit

Answer. Yes, that would be allowed.

Question 3. Delivery of this order is over a 2-week time period. What is the payment schedule associated with this? After each delivery?

Answer. Partial payment as the work is completed is permitted at our end. We have no problem with approving invoices as there are two performance periods!

Question 4. I’m reaching out to gather a few clarifying details in support of the upcoming sheep shearing bid at your facility. Listed below are some of the questions I have.

Herd & Breed Information

• What breed(s) of sheep are in the herd?

• What is the average size/weight range of the sheep (ewes, rams, etc.)?

Animal Health, Feed & Supplements

• Are the sheep receiving any hormones, medications, or dietary supplements that the shearer should be aware of?

• Are there any health considerations or handling sensitivities the shearer should be aware of?

Shearing Conditions & Handling

• Will the sheep be dry and properly withheld from feed and water prior to shearing?

• What handling facilities are available onsite (pens, chutes, power access, etc.)?

• Will onsite personnel be available to assist with moving or restraining sheep, or is the shearer expected to provide all labor?

Wool & Post-Shearing Handling

• Should wool be collected and stored, or disposed of onsite?

• Are there any biosecurity or sanitation requirements that must be followed?

Access

• Are there any site access, security, or check-in requirements for shearers or equipment?

Answer. I will answer the questions in order:

The sheep that are being sheared are Polypay, Suffolk and Romanov.

There is a large spread. Poly ewes (175 lbs.), Suffolk ewes (190 lbs.), Romanov ewes (110 lbs.), Poly Rams (190 lbs.), Suffolk Rams (220 lbs.), and Romanov rams (150 lbs.)

No. Utmost care and caution should be practiced as these are Federal research animals and if any injuries are to occur will be recorded.

We will withhold feed and water if the veterinary staff allows us too. This may be problematic for the late gestation ewes we are shearing soonest. I will check for further information. The open ewes and rams will be able to have feed and water withheld though.

We have adequate shearing and handling facilities for two shearers.

Additional stations will need to be brought for more than that.

The shearers will only be shearing the sheep. My team will be providing all the other labor.

We would prefer at this time if the shearers would take all wool with them as at this time, we have no good storage means or ways to dispose of it.

No specific requirements outside of good animal husbandry.

I will take the shearers up to check in at the main office on the first day of each visit but past that there is none that I’m aware of. (Taytum and Phil may have a better answer though).

First Page (cover page) prepared on the company’s letterhead stationery and includes the following information: The solicitation number.

The name, address, SAM Unique Entity ID number, telephone number, and email address of the quoter. A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered.

All quotes are to be submitted electronically. The quoter shall provide an electronic copy via email to the contract specialist/purchasing agent in either Microsoft Word format or in Adobe PDF format.
