About this file
This document is a "Questions from Industry" file for Solicitation 1232SA25R0014, dated 10 July 2025, addressing a USDA Agricultural Research Service chiller upgrade project in Athens, GA. The document contains five technical clarification questions and corresponding government responses regarding the project, focusing on specific implementation details such as temporary chiller requirements, demolition of obsolete control systems, circuit breaker usage, and pump model specifications.
Key technical details include confirmation that a 400-ton temporary chiller will be required, obsolete control systems must be fully demolished (not as a separate CLIN), and an existing spare circuit breaker will be utilized for the new chiller. The pump specifications were clarified, with the government specifying a DOE Basic Model number (FI18013D-4P-PM) and a Taco Model number (FI18013E4PCN2L3DXB1949D) that matches the existing chilled water pump installed in Phase 2. The document provides precise technical guidance for potential contractors bidding on this USDA lab upgrade project.

Questions from Industry 1232SA25R0014
As of 10 July 2025
1. Can USDA confirm if temporary chillers would be required for this project?
Govt Response: Yes.
2. If yes to #1, please confirm the size of the chillers required for the duration of the construction period.
Govt Response: 400 Tons
3. Please confirm if demolition of the obsolete control system wiring and pneumatics needs to be included in the SOW? If yes, can this be priced as a separate CLIN?
Govt Response: The obsolete controls that are connected to the chiller will need to be demolished back to the nearest junction or control box and properly terminated. Absolutely no cut-off or hanging piping, tubing or conduit. No open junction boxes, or bundled cable. This will not be a separate CLIN.
4. Can USDA confirm if the existing “spare circuit breaker” is to be utilized for the new chiller functionality? Does the Circuit breaker need to be tested by the contractor and/or Square D before installation?
Govt Response: Yes. The intent is to use the spare to power the new chiller. The breaker is believed to be unused and 100% functional. The circuit beaker must be adjusted for the new chiller.
5. Basis of design for Pumps model number clarification: Drawings call for FL1801E, and the design analysis drawings call for FL8013D. Can you clarify?
Govt Response: Pump will match existing CHW pump installed in Phase 2
DOE Basic Model number is FI18013D-4P-PM Taco Model number is FI18013E4PCN2L3DXB1949D
