About this file
This document is a detailed specification for livestock procurement by the USDA Agricultural Research Service (USDA-ARS) at the Knipling-Bushland U.S. Livestock Insects Research Laboratory in Kerrville, TX. The requirement is for 30 research calves with specific parameters: steers weighing 300-450 lbs, aged 6-24 months, with a strong preference for Hereford breed (Black Angus or Charolais acceptable if Hereford unavailable). Strict health and geographical restrictions are mandated, including no bull calves, no Brahman breeds, and cattle must originate from auctions within a 60-mile radius of Kerrville to prevent exposure to cattle fever ticks.
The procurement is being pursued as a potential sole-source acquisition, with the government indicating awareness of only one potential contractor capable of meeting these precise specifications. This is a special notice issued in accordance with FAR 5.2, primarily for informational purposes to help determine the appropriate acquisition strategy. The government emphasizes that this notice does not constitute a commitment, solicitation, or guarantee of future procurement, and respondents will not be reimbursed for any costs associated with providing information. The government will transport the selected cattle and may factor inspection and transport costs into the total proposal evaluation.

Text version
30 research animals (calves).
Requirements: Weight between 300-450 lbs. steers, age 6-24 months. Preferred breed: Hereford (only if Hereford are unavailable will Black Angus or Charolais be acceptable to fulfill quantity; mix of the 3 breeds acceptable). No bull calves accepted. No Brahman, Brahman cross, or Brahman influence accepted.
Cattle must have no prior exposure to cattle fever ticks or exposure to locations with cattle fever ticks. Cattle must come from cattle auctions within a 60-mile radius of Kerrville, TX, to ensure no previous possibility of encountering cattle fever ticks.
The proximity of the cattle facility is also required for proper inspection of cattle and for minimizing transport stress. Cattle will be transported by Government. Due to the need to inspect the animals at origin, the Government may factor the Government’s cost of inspection and transport to calculate the total cost of the proposal to determine lowest price.
