About this file
The document is a "Questions from the Industry" file related to a federal solicitation for a hand compression mold for the USDA Agricultural Research Service in Wyndmoor, PA. The solicitation (RFQ 1232SA25Q0255) seeks a custom compression mold designed for a Carver 4391-ASTM benchtop press, capable of producing two ASTM D638 Type V tensile bars with a knockout feature. The mold must accommodate polymer beads and be able to create tensile bars without voids, holes, or defects, with planned use for PHA, PHB, and other polymers.
The solicitation is a commercial item request with a small business size standard of 500 employees (NAICS Code 333511), targeting a firm fixed-price purchase order. Potential vendors must submit a quote including a transmittal summary letter, pricing details, Buy American Certificate, and have an active SAM.gov registration. Quotes are to be emailed to Jennifer Busbea by the specified due date, with evaluation based on technical acceptance, past performance, and price. The delivery address is USDA ARS, 600 East Mermaid Lane, Wyndmoor, PA 19038.

Questions from the Industry
1. Can you please elaborate on the differences in requirements in comparison to the standard ASTM D638 Type 5 specimens?
Response: We want the standard size ASTM D638 Type V dimensions; however, this mold will have the capacity for 2 ASTM D638 Type V tensile bars with an extra knockout feature for both tensile bars. So, this will be a twin compression mold.
1. Perhaps, a drawing might help.
Response: We do not have a drawing for the compression mold as it was supposed to be designed by the contractor. But the dimensions and drawing for the ASTM D638 Type V tensile bars are published by ASTM.
1. Is it an open pouring mold, compression mold or even injection mold you would need?
Response: This is a compression mold with a knockout attachment that must fit into our Carver 4391-ASTM press without modifying its factory settings. Specifications for the Carver 4391 press are listed on Carver’s website. We plan to use PHA and PHB and other polymers in the compression mold. The compression mold should be able to make the ASTM D638 Type V tensile bars without voids, holes or defects. We will be using polymer beads to fill the compression mold.
