About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a 50kW/kVA Lighting Inverter with maintenance bypass cabinet. The amendment addresses vendor questions about the solicitation, providing clarifications on key technical specifications. Specific details include:
The solicitation requires a 50kW inverter with an internal 3-circuit breaker maintenance bypass, backlit LCD display, and BACnet network capability. Vendors asked about power capacity, power factor, and system configuration. The government confirmed they need an internal bypass due to space restrictions, require a 0.8 power factor, and will accept a 40kVA unit with 1.0 power factor as equivalent to the 50kVA unit. The period of performance is from 06/27/2025 to 08/27/2025, with quotes due by 13 June 2025 at 3:00pm Central Time. The solicitation is issued by the USDA Agricultural Research Service, targeted for small businesses under NAICS code 335311.

14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
The purpose of this amendment is to answer questions proposed by vendors about solicitation. They are below:
Q: In an effort to keep pricing down, is 48KW enough capacity for your load? Please keep in mind, we recommend between 20-25% extra capacity from load size to incorporate for any inrush that may occur?
A: We do not want to decrease the kW. Our current unit is a 50kW and that is what we need in a replacement.
Q: The spec says "unit shall have a 3-circuit breaker adjacent maintenance bypass."
(screen shot below) - I'm not quite sure what is being asked for here. Is it 3 internal aux Continued ...
Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .

breakers or an external maintenance (something else perhaps)? As an FYI, our 3-phase inverters come standard with an internal maintenance bypass. We can do an external bypass if there are no internal aux breakers being used, but it will add cost and footprint. I recommend sticking with the standard internal option.
A: Due to the space restrictions in the room, we cannot have an external bypass. We will require an internal bypass.
Q: Could you please confirm if this configuration is acceptable or if the requirement strictly calls for a true UPS system equivalent to the Galaxy VS UPS?
A: Our current unit serves as both UPS and lighting inverter for lighting and other 208/120V electrical panels throughout the building. From what I can see from this configuration, this unit would meet the need.
Q: Also, please advise if the additional features such as backlit LCD display, maintenance bypass with 3 circuit breakers, BACnet network capability, and size constraints are fully met or required.
A: The backlit LCD display will be required.
The 3-breaker maintenance bypass needs to be internal to the unit, no external bypass. BACnet capability is required. From the attached specifications, it appears that this unit would fit in the space.
Q: What is the power factor of the existing system?
A: 0.8
Q: The 50kW inverter, with batteries, at 1.0 PF is 10" to long for the pad. If the existing system has a PF of .8, then a 40kW system with a
1.0 PF which would fit the pad, is equivalent to
the 50kW system at .8 PF. Please let me know what power factor is required.
A: If the 40kVA unit with PF of 1 is the equivalent of the 50kVA unit with PF of 0.8, then the 40kVA will be acceptable.
Period of Performance: 06/27/2025 to 08/27/2025
