About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) for parking permits at the University of Wisconsin-Madison campus. The United States Department of Agriculture (USDA) Agricultural Research Service (ARS) seeks to enter a sole-source contract with the University of Wisconsin-Madison for 19 parking permits across multiple lots (39, 36, 40, and 59), with base and alternative permit options. The total requirement is for researchers to have access to parking near research buildings, as the university is the only entity owning parking on the campus. The contract is intended to be fixed-price and will help researchers move samples between research buildings efficiently, with no available federal parking spaces on the UW-Madison campus. The procurement is planned for a base period plus four option years from 09/01/2025 to 08/31/2030, with a notice of intent to award on a sole-source basis to the University of Wisconsin-Madison.
