This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This combined synopsis/solicitation 1232SA24Q0030 is issued as a request for quotation (RFQ). This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-01.

1. Brief Description of Supplies/Services: The United States Department of Agriculture (USDA), Economic Research Services (ERS has a requirement for the renewal of the GTAP Membership. The product specifications are called out the Statement of Work (SOW).
2. Type of Contract: The Government intends to award a single, firm-fixed-price, purchase order.
3. Commercial Services/Supply: The services specified in this order have been determined to be commercial (FAR 12 Acquisition of Commercial Products & Commercial Services).
4. Delivery/Performance:
02/01/2024 – 01/31/2025
5. Place of Delivery: Credentials and other software service access material will be delivered electronically to a POC that will be identified upon contract award.
6. Contracting Officer: The Contracting Officer (CO) has the overall responsibility for the administration of this contract. The CO alone, without delegation, is authorized to take actions on behalf of the Government to amend, modify or deviate from the contract terms, conditions, requirements, mailto:Jacob.toft@usda.gov specifications, details and/or delivery schedules; issue task orders against the contract; make final decisions on disputed deductions from contract payments for nonperformance, or unsatisfactory performance; terminate the contract for convenience or default; and issue final decisions regarding contract questions or matters under dispute. However, the CO may delegate certain other responsibilities to the CO Contracting Officer’s Representatives (COR). All delegated duties will be specified in writing by a COR Appointment and Delegation Notice.

8. Invoices: To invoice, a vendor must first enroll in the Invoice Processing Platform (IPP) by visiting https://www.ipp.gov/vendors/index.htm. Once enrolled, all invoices must be submitted electronically through IPP. The IPP is a government-wide secure web-based payment information service offered free of charge to government agencies and their suppliers by the U.S. Department of Treasury’s Financial Management Service (FMS).
Effective May 6, 2013, payment requests must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform (IPP).
“Payment Request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions—Commercial Items included in commercial item contracts. The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. In accordance with the requirements of the Debt Collection Improvement Act of 1996, all payments under this order will be made by electronic funds transfer (EFT). 9. Non-Excepted Activity: Work under this contract has been determined NOT TO BE an Excepted
Activity in the absence of an appropriation or CR. Activities under this contract do not support the preservation and protection of life and property and do not support law enforcement, health, and safety functions. In the event of shutdown, you will be notified by the cognizant contracting officer (CO) of the Government status and directed to suspend performance/stop work under this contract. Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. (a) Definitions. As used in this provision, Covered article, FASCSA order, Intelligence community, National security system, Reasonable inquiry, Sensitive compartmented information, Sensitive compartmented information system, and Source have the meaning provided in the clause 52.204-30, Federal Acquisition Supply Chain Security Act Orders—Prohibition.
(b) Prohibition. Contractors are prohibited from providing or using as part of the performance of the contract any covered article, or any products or services produced or provided by a source, if the prohibition is set out in an applicable Federal Acquisition Supply Chain Security Act (FASCSA) order, as described in paragraph (b)(1) of FAR 52.204-30, Federal Acquisition Supply Chain Security Act Orders—Prohibition.
(c) Procedures. (1) The Offeror shall search for the phrase “FASCSA order” in the System for Award Management (SAM)( https://www.sam.gov) for any covered article, or any products or services produced or provided by a source, if there is an applicable FASCSA order described in paragraph (b)(1) of FAR 52.204-30, Federal Acquisition Supply Chain Security Act Orders—Prohibition.
(2) The Offeror shall review the solicitation for any FASCSA orders that are not in SAM, but are effective and do apply to the solicitation and resultant contract (see FAR 4.2303(c)(2)).
(3) FASCSA orders issued after the date of solicitation do not apply unless added by an amendment to the solicitation.

GTAP Contract
GENERAL INFORMATION
1.0 Scope of Work:
ERS/ISD seeks to pay the membership fee for the Global Trade Analysis Consortium
2.0 Background:
GTAP provides publicly available data sets for using computable general equilibrium models, that ERS uses for analyzing policy. The data sets include standard data, land-use data, greenhouse gas data. The membership also includes participation in planning for the next years new data acquisition decisions.
CONTRACTOR REQUIREMENTS
3.0 Tasks:
a. A written annual report summarizing the previous year's Consortium activities.
b. Participation in the annual, advisory board meeting, which includes presentations of faculty and graduate student research, as well as discussion on the future of the GTAP. (See Appendix for details regarding appointment of advisory board members.)
c. Prerelease access to the GTAP Data Base.
d. A free copy of the final GTAP Data Base and aggregation software and access to all interim releases of the GTAP Data Base
e. Periodic communication about Consortium activities.
f. Upon written request, copies of all technical papers, as well as miscellaneous data and software products which have been approved by the Director for release to Consortium members.
g. Information on graduate degree candidates.
h. The opportunity to participate in GTAP Courses.
i. Visits to GTAP research facilities for detailed discussions with faculty and students.
j. Other activities which are developed to enhance the technical exchange between the Consortium and its members.
4.0 Government Furnished:
We will not need to furnish any government property.

Purdue University will provide the benefits from the membership by February 1, 2024.

9.0 Data Rights:
All data contributed to the GTAP database is shared with other members and is owned by Purdue University.
10.0 Period of Performance:
The period of performance of the contract is February 1, 2024 – January 31, 2025.
