The United States Department of Agriculture (USDA), National Agricultural Statistics Service (NASS), National Operations Division (NOD) operates a Print Mail Center (PMC) at 9700 Page Ave., St. Louis, MO 63132. The PMC is responsible for printing, folding, inserting and mailing hundreds of thousands of reports, communications, and survey forms each year. The PMC requires contractual courier service to pick up printed materials processed for outbound mail at our location and deliver to the U.S. Post Office.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation reference number for this acquisition is 1232SA23Q0071-Repost and it is being issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-03 (effective 26 May 2023).

Please prepare a quote IAW the attached Solicitation continuation pages & Statement of Work; include the Business Name, Business POC (name, e-mail & phone number), Unique Entity Identifier (UEI) and CAGE code.

This acquisition is 100% small business set aside. The associated North American Industry Classification System (NAICS) code is:

EVALUATION: Government intends to make an award based upon the vendor quote that meets or exceeds all non-price evaluation factors (technical & past performance) and is the most advantageous to the government (Best Value

– Tradeoff). The quote should include a firm fixed price (FFP) format.

3. Brief Description of Services: The United States Department of Agriculture (USDA), National Agricultural Statistics Service (NASS), National Operations Division (NOD) operates a Print Mail Center (PMC) at 9700 Page Ave., St. Louis, MO 63132. 4. Type of Contract: The Government anticipates awarding a single, firm fixed-price, purchase order (PO) through the open-market under simplified acquisition procedures (SAP)(FAR 13 Simplified Acquisition Procedures).

5. Commercial Services: The services specified in this order have been determined to be commercial (FAR

12 Acquisition of Commercial Products & Commercial Services).

6. Contracting Officer: The Contracting Officer (CO) has the overall responsibility for the administration of this contract. The CO alone, without delegation, is authorized to take actions on behalf of the Government to amend, modify or deviate from the contract terms, conditions, requirements, specifications, details and/or delivery schedules; issue task orders against the contract; make final decisions on disputed deductions from contract payments for nonperformance, or unsatisfactory performance; terminate the contract for convenience or default; and issue final decisions regarding contract questions or matters under dispute.

9. Invoices: The IPP is a government-wide secure web-based payment information service offered free of charge to government agencies and their suppliers by the U.S. Department of Treasury’s Financial Management Service (FMS).

To invoice, a vendor must first ensure they have been auto enrolled in the Invoice Processing Platform (IPP) by calling the IPP Customer Support Desk at (866) 973-3131. Please provide the Help Desk with your Tax Identification Number (TIN).

This one-time registration in IPP means that you will receive a series of e-mails from Treasury services.

The first email will have the IPP Logon ID and link to the IPP application. A second e-mail, containing the password will be sent within 24 hours. Once you receive these emails, please login to the IPP application and complete the registration process.

Once registration is complete, all invoices must be submitted electronically through IPP.

Benefits of registering with IPP include the ability for your company to create invoices directly from a contract award and submit them electronically, as well as:

• E-mail notification when invoice(s) are paid

• Online payment history

• Remittance download

E-mail notifications of payments are sent when a payment is distributed to your bank account and will include all pertinent payment information. The IPP Customer Support Desk is available to assist users Monday through Friday (excluding bank holidays) from 8:00AM - 6:00PM ET, including answering any questions related to accessing IPP or completing the registration process. Their toll-free number is (866) 973-3131 or they can be reached at: IPPCustomerSupport@fiscal.treasury.gov.

Invoice Preparation

In accordance with FAR 52.212-4(g)(1), the contractor shall submit an electronic invoice to the address designated in the contract to receive invoices. The "Submit Invoice-to" address for USDA orders is the Department of Treasury's Invoice Processing Platform (IPP). The contractor must follow the instructions on how to register and submit invoices via IPP as prescribed. All invoices are to be submitted via the electronic Invoice Processing Platform. This is a mandatory requirement initiated by the U.S.

Department of Treasury and you can find more information at this website https://www.ipp.gov/index.htm.

Please make sure that your company has registered at https://www.ipp.gov/vendors/enrollment-vendors.htm to establish your account.

The Contractor shall submit invoices for the work under the contract in accordance with the information below. The Contractor shall, at a minimum, include the following information to comply with the proper invoice submission procedures identified in FAR 52.212-4:

1. Name and address of Contractor;

2. Invoice date and number;

3. Contract number.

4. Description and cost of items delivered.

5. Shipping number and date of shipment or dates the services were provided;

6. Terms of any discount for prompt payment offered;

7. Name and address of official to whom payment is to be sent (VID number);

8. Name, title, and phone number of person to notify in event of defective invoice;

9. Taxpayer Identification Number (TIN) (if required elsewhere in contract). Electronic funds transfer (EFT) banking information – Vendor Express Payment (VXP) number.

NOTE: INVOICES THAT DO NOT CONTAIN ALL PROPER INFORMATION DESCRIBED ABOVE WILL

BE REJECTED BACK TO THE CONTRACTOR FOR CORRECTION, RE-DATING OF INVOICE AND

RE-SUBMISSION TO THIS OFFICE FOR PAYMENT.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

Authority: This class deviation is issued under the authority of FAR 1.404 and through consultation with the Chair of the Civilian Agency Acquisition Council (CAAC) via the CAAC Letter 2023-02.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the government (best value/tradeoff), price and other non-price factors considered. The following factors shall be used to evaluate quotes:

Technical Approach: Technical approach is the assessment of each offeror’s ability to accomplish the technical requirements of the contract.

Contractor shall be able to pick up palletized U.S. mail from the loading dock at 9700 Page Ave., Olivette, MO 63132 between the hours of 10:00AM and 3:00PM on each scheduled pick up date.

Contractor shall be able to deliver palletized U.S. mail to the U.S. Post Office, 1720 Market St., St.

Louis, MO 63155 by 4:00PM on each scheduled pick up date.

Contractor shall be able to transport mail in a secured (enclosed, locking) vehicle.

Contractor shall be able to provide bobtail or box truck as volume requires.

Contractor shall be able to respond to service requests with a 2 day in-advance notice of required pick-up.

Past Performance: Past performance information is one indicator of an offeror’s ability to perform the contract successfully. Quoters shall provide two relevant and recent (within the last 3 years) contract information (including Federal, State, and local government and private) for efforts similar to the Government requirement.

Price: The Government shall evaluate the quoted prices to determine that they are fair and reasonable.

Invoicing will be completed monthly based on usage.

The Government will evaluate the vendor’s response for award purposes, considering the evaluation factor above, and will award on the basis that the vendor’s technical approach meets or exceeds the requirements set forth in the statement of work, has provided acceptable details of past performance, and pricing has been determined to be fair and reasonable.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Statement of Work (SOW)

A. Background Information

The United States Department of Agriculture (USDA), National Agricultural Statistics Service (NASS), National Operations Division (NOD) operates a Print Mail Center (PMC) at 9700 Page Ave., St. Louis, MO 63132. The PMC is responsible for printing, folding, inserting and mailing hundreds of thousands of reports, communications, and survey forms each year.

B. Purpose and Objectives of the Acquisition

The USDA NASS NOD PMC requires contractual courier service to pick up printed materials processed for outbound mail at our location and deliver to the U.S. Post Office. The NASS NOD PMC requests a contract for services for a base year with up to four optional years.
