Food at Home/Food Away From Home Data RFP 1232SA22R0022- Amendment #1 Questions and Answers May 16, 2022

1. Is the Contractor expected to obtain the requested data from independent sources or does USDA provide the data?

USDA will not provide the data; we are seeking data provided by an third party

2. The SOW is unclear if the Contractor is to just collect and organize the data into the specified formats, or is the Contractor expected to design and implement a data software program for USDA?

We are seeking available data in the formats outlined in the SOW, we are not seeking a software program and will be using R, SAS, Stata, and other existing data analysis programs.

3. What is the expected LOE for this contract?

We don’t know how to answer this question since the solicitation is for data. This is not a level of effort requirement. Please provide your proposed solution within your proposal.

4. Can you please provide the anticipated labor category(ies) for this requirement?

We also don’t know how to answer this question since the solicitation is for data. This is a requirement for data. Labor categories are not applicable as this is not a service contract.

5. Under Factor 1: Technical Approach, it says Contractor is to provide "portfolios of graphic design work for all proposed personnel," however graphic design is not mentioned anywhere else in the RFP. Can you please explain the graphic design requirement?

It’s unclear to us (Keenan and Anne) where that language came from, so we’re unsure how to comment. Attached is the SOW language we sent, which you’ll note does not include this section or description. Technical approach factor has been corrected. That line has been removed.

6. Can you provide the name of the incumbent, if any, and award amount?

There is no incumbent award, this is a new initiative.

7. Is the Contractor expected to perform these services at its own facility, are Government offices provided, or is this a remote position?

The contractor is expected to perform these services at its own facilities.

8. Is there a specific schedule the contractor is expected to work (days/hours)?

No, we are anticipating an initial data delivery with ongoing support during business hours and a reasonable response window.

9. Should the pricing schedule include proposed labor hours and applicable rates, or a firm fixed price to complete each data request?

It should include a fixed price for each data request.
