Purpose
National Agricultural Statistics Service (NASS) produces Agriculture Statistics that are used by agribusiness, researchers, farmers, educators and many others across the nation and the world. As a data provider we seek new and innovative ways to share agriculture data and survey information with our customers and track results of communications efforts. The purpose of this Request for Proposal (RFP) is to invite prospective vendors to submit a proposal to provide media monitoring, analysis and news distribution services to NASS. The RFP provides vendors with the relevant operational, performance, application, and architectural requirements of the system.
Objective As a result of this contract, NASS will more efficiently monitor, manage, and plan its media communications efforts across print, broadcast, social and other media.
Background The National Agricultural Statistics Service (NASS) is one of the primary suppliers of statistics covering U.S. agriculture. NASS conducts hundreds of surveys and the Census of Agriculture to collect data from farmers, ranchers and agribusiness. We then prepare and disseminate the results in reports covering virtually every facet of U.S. agriculture -- production and supplies of food and fiber, prices paid and received by farmers, farm labor and wages. In addition, NASS' Regional and State Field Offices publish data about many of the same topics for local audiences.
Scope of Work Under this contract the firm commits to provide NASS with multiple-user access to, training on, and technical support for an Internet-based news media monitoring and distribution services and products. With these services, NASS will be able to effectively and efficiently research and reach targeted reporters and media outlets in our data collection and data dissemination promotion efforts; monitor and report online, print, broadcast, social coverage/results across trade and mainstream outlets; and analyze coverage.
To this end, the firm will:
· Monitor and analyze coverage in online, print, broadcast, social media across trade/specialty and mainstream outlets.
· Provide database of media contacts and outlets with emphasis on national and smaller local markets as well as specialized outlets, including the ability to create, import and export custom distribution lists, and research beats, previous stories, editorial calendars, and agency coverage. Lists and coverage should be exportable to Excel spreadsheet, PDF and other formats.
· Provide a distribution tool for news releases, audio and video releases, embedded or attached graphics, and related NASS visually branded content.
· Provide coverage report that can include tone, air time, dates and times of broadcast, impressions, engagements and viewer demographics, and links to full content. Coverage and contacts should be available by parameters such as topic and multiple timeframes. All reports should be available by e-mail at desktop or mobile, by online dashboards, and exportable.
· Automated daily and weekly media reports. Data provided in these report should be fully searchable.
· Ability to define, assign, manage separate campaigns/projects within the software.
· Provide multiple user log-ins, training, and unlimited technical support (phone, chat, e-mail, in-person as needed).
NASS generally receives tens of thousands of mentions in traditional media or more a year in addition to social media engagements. To analyze these more easily, the firm will provide a solution for tagging/groups, keywording and creating comprehensive analytical reports for these media mentions.
NASS currently distributes about 30 news releases per year. The firm will provide NASS with a tool to maintain and build its news release subscribers list and the ability to distribute, and track success of, news releases in print, video, and audio formats.
