SECTION 6: EVALUATION FACTORS FOR AWARD

General Evaluation Information The Government will award a contract resulting from this solicitation to the Vendor offer is determined to represent the best value to the Government, price and other factors considered.

Basis for Award Award will be made to a single responsible Offeror whose quote, conforming to the solicitation, is advantageous to the Government, with appropriate consideration given to the three evaluation factors: Technical Management, Key Personnel, and Past Performance. Award will be based on the best value and the procedures in FAR 13. The Government intends to award without discussion with respective offerors. Therefore, offerors’ initial proposals should contain the best terms from a price and technical standpoint. The Government, however, reserves the rights to conduct discussion if deemed in its best interest. The Contracting Officer shall also conduct a price analysis in accordance with the techniques in FAR 13. Factors 1 – Technical, 2 – Key Personnel, and 3 – Past Performance are significantly more important than Factor 4 – Price. The Government may reject the offer if such action is in the public interest; and waive informalities and minor irregularities in the offer received.

http://farsite.hill.af.mil/vffara.htm

Page | 13

Factor 1: Technical Management (65%) The quote will be evaluated to determine whether the Offeror’s methods and approach have adequately and completely considered, defined, and satisfied the requirements specified in the solicitation and whether the Offeror’s methods and approach to meeting the solicitation requirements provide the Government with a high level of confidence of successful completion within the required schedule.

Sub-factor I - Understanding of the Requirement (10%) - The Government shall evaluate the Offeror’s understanding of the work to be performed in accordance with the work described in the SOW and the extent to which potential risks are identified and mitigated.

Sub-factor III – Corporate Experience (55%) Specifically, the Government will examine how well the Offeror has performed on other relevant comparable projects with respect to scope. In making this determination, the Government will review the following elements:

• Time Frame of Experience: Recent experience doing the same or similar type of work as called for in the solicitation will be evaluated higher than non-recent experience.

• Relevancy: An Offeror who has performed the same work or similar work as that required under the solicitation will be evaluated higher than an Offeror who has not performed work that matches the requirements.

• Complexity: An Offeror that has performed work that corresponds closely or exceeds the complexity of the requirements will receive a higher evaluation than an Offeror that has not performed work of the same or similar complexity.

• Quality of Product or Service: Based on the Offeror’s compliance with contract requirements, accuracy of reporting, and technical excellence.

• Timeliness of Performance: Based on the Offeror’s ability to meet interim milestones; be reliable and responsive to technical direction; complete work on time (including wrap-up and contract administration); and cause no liquidated damages and/or deductive charges in performance-based contracts.

• Cost Control: Based on the Offeror’s ability to remain within budget; maintain current, accurate, and complete billings;

balance the relationship of negotiated costs to actual costs; and practice cost efficiencies.

• Business Relations: Based on the Offeror’s ability to integrate and coordinate all activities required to execute the contract, including: identification of problems; formulation and execution of corrective action plans; proposal submissions; the Offeror’s history of reasonable and cooperative behavior; timely award and management of subcontracts; and understanding of the Government’s business interests.

• Customer Satisfaction: Based on satisfaction of end users with the Offeror’s technical and managerial service.

Factor 2: Key Personnel (10%) Offerors’ proposals shall reflect the experience and qualifications of all contractor key personnel. Each Offerors’ key personnel will be evaluated based on the SOW requirements. This includes the Offeror’s ability to select personnel with the appropriate skills, retain key personnel for continuity, support key personnel off-site, and replace key personnel expeditiously as required. It also includes the Offeror’s ability to manage the key personnel of subcontractors. In addition, each Offeror will be evaluated based on their key personnel’s amount of direct and relevant experience. An Offeror with key personnel that has performed the same work or similar work as that required under the solicitation will be evaluated higher than an Offeror with no key personnel that have performed work that matches the requirements.

Factor 3: Past Performance (15%) The Government shall evaluate offers for award purposes by reviewing the information available from the Federal Awardee Performance and Integrity Information System module of the Contractor Performance Assessment Reports System (CPARS), present and past performance information provided by the Offeror, and/or other sources when making a responsibility determination. The Government will evaluate past performance of three (3) previous contracts on how well the contractor performed on projects of similar dollar value, scope, and complexity. These contracts will also be evaluated for current relevancy (5 years), with at least one

(1) previous or current contract being performed within the past 12 months.

Factor 4: Price (10%) Offerors shall provide the required services in a cost-effective manner and demonstrate value in their proposal. The Offeror’s price quote should include a breakout of the level of effort among proposed labor categories. Hourly rates shall be rounded to the nearest whole cent. “Fully loaded labor rates” are defined as direct labor hours at specified fixed hourly rates that include wages, overhead, G & A, and profit. The contractor has the flexibility and responsibility to propose the appropriate labor mix and number of hours for level of effort. Price will be evaluated for completeness and reasonableness using the techniques in FAR 13.

SECTION 7 – INSTRUCTIONS TO OFFERORS

1. General Information

The Government may elect to conduct discussions with offerors whose proposals are technically acceptable (or which may be expected to be made acceptable by moderate modification) and fall within the competitive price range. The Government reserves the right, however, to award a contract based on initial offers without conducting discussions. Therefore, proposals should be submitted from the offeror’s most favorable technical and price standpoints.

2. Quote Submission Instructions

Quotes are required to be submitted via email to the Contract Specialist, Molly Jackson, at Molly.Jackson@ars.usda.gov. Quotes shall be submitted in two separate volumes; Technical and Price.

a. Technical Volume: The technical volume should address the information required in evaluation factors 1, 2, and 3. No pricing information shall be submitted in the technical volume.

b. Price Volume: Vendors shall provide a completed Price Schedule Template (attachment 2). The price volume shall also include the information required in evaluation factor 4.
