FEMA High Frequency Continuity System

Installation/Purchase/Maintenance/Repair

Statement of Work (SOW)

Dated: March 19, 2015

Background:

The FEMA High Frequency Continuity System is a government owned radio system connecting State and Territorial Emergency Operations Centers (EOCs) to FEMA Operations

Centers and other Federal Executive Departments and Agencies. National Security communications requirements described in NSPD-51/HSPD-20, NCSD 3-10 and EO 12472, are supported by the FEMA National Radio System (FNARS) which plays a critical role in effectively assessing, preventing, preparing for, responding to, and recovering from National

Security/Emergency Preparedness (NSEP) events. This system uses High Frequency to provide the backbone for the system, but also uses peripheral devices to interconnect with other communications systems in order to provide communications continuity. FEMA desires to maintain the current FNARS operating system.

SCOPE OF WORK:

General:

1. Individual task orders (TOs) will be issued under this Indefinite Delivery-Indefinite Quantity

(IDIQ) contract. Each TO will provide specific details regarding the work efforts to be performed.

2. The Contractor shall provide personnel, equipment, tools, materials and supplies necessary for completion of assigned TOs issued under the IDIQ contract.

3. The Contractor will be required to have a Top Secret (TS) facility clearance and provide TS cleared personnel to perform work efforts at sites/locations requiring a TS clearance.

4. All documentation generated and related to this project shall include, as a minimum, the protective header and footer markings, “For Official Use Only,” unless otherwise directed by the government Contracting Officer Representative (COR).

5. All data, software, equipment, analysis reports and briefings generated during this contract are the property of the United States government and may not be released to third parties without express written consent of the Contracting Officer (CO) or COR.

6. Any on-site work shall be performed within normal business hours, Monday through Friday, 8:00 am to 4:00 pm unless other arrangements are coordinated with the COR.

7. Advance coordination shall be made with the COR for any required removal or installation of equipment.

8. No deviation or substitution of materials specified shall be done without prior approval of the

CO or COR.

9. The following tasks will be performed by the contractor under each TO as applicable:

a) Upon issuance of TOs, prepare and submit a program schedule to include anticipated start and completion dates in Microsoft Project format.

b) Prepare and submit status reports in Microsoft Office Tools format and participate in teleconferences as necessary.

c) Provide a standard System Operational Verification Test (SOVT) when required by the

TO and in concurrence with the COR for operational system testing.

10. When working on-site the contractor shall remove all project related debris and properly dispose of it off-site in accordance with all applicable Federal, state and local requirements.

Any disturbed site areas must be restored to pre-construction condition. This includes, but is not limited to, any damage caused by vehicles or equipment.

11. The Contractor shall provide any associated “as-built” drawings and documentation identifying all site modifications to include placement, grounding, conduit and transmission line routing and any associated testing results.

12. All approved travel costs will be reimbursed according to the Federal Travel Regulations.

13. Testing:

a. All functions included in any TO requiring radio system operational testing.

b. Testing shall be to the satisfaction of the COR or the designated FEMA representative. Such testing conducted as part of an installation or movement of equipment shall be concluded and accepted before final departure of the Contractor from the work site.

14. The Contractor shall establish with all vendors that FEMA is the owner of record of all materials procured for this project, such that FEMA may exercise all warranty and technical support rights following final acceptance.

15. Training:

The contractor shall provide training when requested as part of an installation or relocation of equipment as specified under a TO.

Locations:

Depending on the individual TOs, work may be performed at FEMA sites, State & Territorial

EOCs and other United States Governmental sites and installations.

Specifications:

1. The Contractor shall provide the capability for FEMA to purchase additional radio systems and peripheral equipment (examples: modems, cabling, multi-spectrum radios, monitors, computers, and etc.).

2. The Contractor shall provide installation and removal of radio system components.

3. The Contractor shall provide depot level repair services for all Rockwell Collins or compatible radio systems and peripheral equipment. There may be cases where equipment to be repaired is equipment originally purchased by other DHS components and has been transferred to FEMA.

4. The Contractor shall provide radio system engineering services.

5. The Contractor shall provide warranties on newly purchased and repaired equipment for a minimum period of one year or as specified by the applicable manufacturer’s warranty.

Deliverables:

Specific deliverables will be identified in the resulting TOs issued under this contract. Examples of anticipated deliverables are:

1. Fully Functional System:

Newly installed or relocated radio systems including all requirements as stated in the individual TOs issued under the contract.

2. Repair/maintenance:

a) Repair of existing Rockwell Collins or purchased radio equipment as specified under the issuance of the individual TO under the contract.

b) Warranty repair services.

3. Documentation:

a) Prior to any installation, removal, or relocation of radio equipment the COR must accept all plans; to include but not limited to: schedule, drawings, and manufacturer information.

An electronic copy must be provided to the COR for distribution and coordination.

b) Final “As Built” (Red-line) drawings shall be developed and one complete set of the drawings, in a computer readable format (e.g. PDF) shall be submitted and approved by the COR detailing the completed installation, removal, or relocation of effected equipment.

c) Associated maintenance requirements and/or operating procedures shall be provided by the Contractor.

d) The Contractor shall provide the results of any associated testing in a computer readable format (e.g. PDF) and approved by the COR.

e) All FNARS property installed, removed, or relocated shall remain the property of FEMA.

The Contractor shall provide written documentation listing all property information

(barcode, make, model, serial number, etc.) to the COR.

Additional Terms & Conditions:

1. Utilities: It is anticipated that the Contractor will have access to Government utilities, (e.g., electrical power, water) that are available and required for work efforts performed under the individual TOs issued under the contract.

2. Access to equipment: The Contractor will be provided reasonable access to all

Government furnished equipment that is to be serviced and utility outlets required to complete work efforts performed under the individual TOs issued under this contract.

3. The Government reserves the right to provide Rockwell Collins Government Furnished

Equipment (GFE) for repairs and/or installations.

Period of Performance: The period of performance for the IDIQ contract is: One, 12 month base year period, plus four, one year option periods from the date of contract award. The period of performance for the individual TOs issued under this contract will be identified in the individual TOs.

Inspection and Acceptance: The individual TOs issued under this contract will provide the inspection and acceptance criteria associated with the TO.
