PERFORMANCE WORK STATEMENT (PWS)
1.0 INTRODUCTION
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform curriculum design, delivery and instruction as defined in this Performance Work
Statement except for those items specified as Government furnished property and services.
2.0 BACKGROUND
The United States Department of Agriculture (USDA) Food and Nutrition Service (FNS), Regional Operations and Support (ROS) Division has implemented a nationwide, module-based Employee Development Program (EDP) that is currently targeted toward staff in seven regions. Training delivery will be provided by a variety of Subject Matter Experts
(SMEs). Of the nearly 500 technical skills modules developed, a subset of those will be delivered by the SMEs in a face-to-face manner in one-on-one sessions with an individual or small group. Some large group sessions will also occur.
ROS is committed to providing a Train the Trainer/Facilitator session to no more than 16 participants per session in each of seven regional offices. In addition, an eighth session will be held for new staff and those who were not able to attend one of the earlier trainings. This training will help participants to increase their skills, both in the delivery of the EDP content, and in their day to day work.
3.0 SCOPE/OBJECTIVES
The contractor will deliver eight sessions of a Train the Trainer/Facilitator curriculum in seven identified locations across the country. The program should empower participants to develop and conduct effective training programs, both on an individual and group basis, in their own fields of expertise confidently, competently and with ease.
Customized tools and structured practice sessions should be incorporated to allow participants to improve presentations and deliver material using a format that achieves greater understanding and knowledge transfer. A minimum of one practice session should allow for participants to bring and incorporate information they use on the job. “Take-away” tools/resources should be provided to each participant that are available for use after the course is completed.
The program should not exceed three days (24 hours), and will result in participants being able to:
o Identify the characteristics of an effective trainer o Understand how basic facilitation and presentation skills enhance knowledge transfer o Clearly understand how adults learn and how to address different learning styles o Design training that engages any audience and invites audience participation o Explain multiple methods for making lecture-based programs active, including developing and using training aids in the correct manner o Use basic facilitation techniques for effective engagement o Understand how to structure the physical and virtual environments to make them conducive to hands-on learning o Present information in a clear, concise, engaging manner o Deliver information that achieves results through knowledge transfer o Develop multiple strategies for handling environmental challenges and disruptive participants o Transfer newly acquired training/facilitation skills to the work setting
