About this file
This document is a Questions and Answers (Q&A) file from a federal Energy Service Company (ESCO) solicitation for the Forest Products Lab facility in Madison, Wisconsin.
The Q&A addresses eight key inquiries regarding proposal submission requirements, facility metering, and energy pricing. Notable clarifications include: Section 5.3 References for ESCO Past Performance is exempt from page limitations; 10-point font is not permitted for tables, graphics, or headers/footers; Section 5.1 Technical Competencies and Experience is allowed up to 8 pages (increased from 5); Section 5.2 ESCO Management Approach is allowed up to 8 pages (increased from 5); Cover/Title Pages, Tables of Contents, and Glossaries fall outside stated page limitations; and demand component savings for electricity should be incorporated using FPL's tiered on-peak demand charges ranging from $0.01945 to $0.03217 per kW/Day. Regarding facility infrastructure, all eight project buildings (1, 15, 29, 33, 34, 46, 49, and 50) are served by a single Madison Gas and Electric meter with limited historic smart meter data available; sub-metering was installed at Buildings 50 and 1 by Schneider Electric but is not currently active. The document also includes two sample MGE electric bills (dated March 2026 and September 2025) for the Forest Products Lab facility showing Commercial & Industrial Time-of-Use (CG-2) rate schedules with charges totaling $40,510.76 and $51,211.33 respectively.
