About this file

This is a Questions and Answers document for Solicitation 12318726Q0132, a stand-alone purchase order for Job Corps Clinical Support Services at the Frenchburg center.

The solicitation requires two labor categories: 2 Social Services Assistant (SSA) positions and 1 Recreational Aide position, each at 1,040 hours. This is an individual purchase order, not a call order under an existing Job Corps Centers Support Services (JCCSS) contract vehicle. Operating schedules are specified in the Schedule of Items attachment and may include either standard 0600–1800 coverage or 24-hour coverage as determined by the Purchase Order. Standard background checks for working with students are applicable; all candidates must be vetted through the Department of Labor before working on center, with resumes, licenses, and proof of malpractice insurance submitted to the Job Corps POC for DOL review. The Contracting Officer must use the Position Designation/Risk Management published by the Office of Identity, Credential and Access Management to determine the background investigation risk level at the order level. Upon award, contractor employees must provide favorable background check information and coordinate with the on-site POC for required access to specific areas and government network access cards. Medical uniforms are required for nurses. Technical submissions should include at least 3 past performance records if not listed in CPARS, with no specific page limit or formatting requirements detailed. Drivers and equipment operators must complete orientation on operating fleet equipment, including defensive driving, official use policies, fleet credit card procedures, logbooks, accident reporting, and preventative maintenance per EM-7130-2.

Questions and Answers - Solicitation 12318726Q0132 - Job Corps Clinical Support Services - Frenchburg

1. Contract Vehicle: The Performance Work Statement (Attachment 2) references "Purchase Orders" issued under "the contract" and identifies the project as part of the broader Job Corps Centers Support Services (JCCSS) program. Could you confirm whether this RFQ results in a standalone, self-contained award, or whether it is being issued as a call under an existing JCCSS-level contract vehicle that offerors must separately hold?

This is a stand-alone or purchase order and is not a call order.

2. CLIN Structure: The Schedule of Items (Attachment 1) lists three CLINs – two for Social Services Assistant and one for Recreational Aide, each at 1,040 hours – while PWS Section 2.1 identifies a requirement for 2 Social Services Assistant positions and 13 Recreational Aide positions. Could you confirm the complete CLIN structure and quantities intended for pricing, particularly for the 13 Recreational Aide positions?

2.0 General Information

2.1 Type of Contract– This will be an individual purchase order. Frenchburg requires support services to ensure successful center operations. The support these positions will provide includes the duties established in the position descriptions attached. The following capabilities are required:

(Resume, license and proof of malpractice insurance will be sent to Job Corps POC to forward to DOL's reviewer) Contracting Officers must use the Position Designation/Risk Management published by the Office of Identity, Credential and Access Management to determine the background investigation risk level for the contractor at the order level.

Upon award, the company POC must provide the favorable background check information for those contracted individuals that are being considered. The company POC will work with the on-site POC to ensure required actions are taken to provide the contractor employee access to specific areas or access cards are requested for those contractor employees who will require access to the government network.

5. Uniform Requirement: PWS Section 6.21 indicates uniforms are required only if specified in the Purchase Order. Please confirm whether uniforms are required for either labor category under this requirement.

Nurses will be required to wear medical uniforms.

6. Technical/Past Performance Volume Format: The solicitation package does not appear to specify a page limit, format, or number of past performance references for the technical submission. Could you confirm any applicable page limits or formatting requirements for the technical and past performance volumes?

7. Attachment F: PWS Section 6.19 references "Attachment F – Procedures to obtain US Government Motor Vehicle Operator's Identification Card (OF346)" for contractor employees requiring a government driver's license.
