About this file
This is a Questions and Responses document for RFQ 12318726Q0046 issued by the USDA Forest Service for cleaning and inspection services of a potable water storage tank at Wolf Creek Job Corps Center. The document provides technical specifications and operational details essential for potential contractors to prepare accurate proposals. The water tank is a cast-in-place concrete structure measuring 16.9 feet tall with a 44-foot 9.5-inch diameter, holding a capacity of 165,000 gallons. Access to the tank is available through a 3-foot by 2-foot hatch at the top, with an interior ladder present for entry. Vehicle access is available within 50 feet of the tank location, and a designated discharge location for water and sediment exists approximately 100 feet away.
The Government clarified that contractors should plan for the tank to be in partial to full conditions upon arrival and should not expect full drainage prior to work commencement. Known structural issues include leaks occurring when water exceeds the dome level, with the most significant leak located adjacent to the external staircase where the dome begins at 10 feet, along with minor leaks distributed across the exterior. There are no major structural concerns otherwise. Site visits are permitted and must be scheduled to occur on a single day between 0730 and 1300 hours. No restrictions on working hours or site access beyond those in the SOW were identified, and standard regulatory compliance covers all environmental and sediment disposal requirements. No incumbent contractor information or prior contract performance data was available for this requirement.
