Section C – Performance Work Statement
C.1. Project Background In 2016, the Agency issued a new and expansive anti-harassment policy covering all forms of harassment including: Sexual and nonsexual harassment, harassment based on Equal Employment protected bases, and bullying. This policy expanded the agency’s existing polices by encouraging employees who have experienced harassment to report it, and by mandating that witnesses report it. In 2018, the Agency further expanded its efforts by creating a 1-800 call center for employees to report harassment, while still allowing employees to report harassment to any supervisor, or an employee from the office of Employee
Relations or the office of Civil Rights.
The Agency has taken several steps to create a culture of inclusion but realizes there is room to further improve the work environment especially around harassment, namely sexual harassment. The Agency seeks a subject matter expert to provide advice, guidance and support in developing tools and resources to rid the agency of root causes of harassment and provide support and advocacy to victims of harassment.
The subject matter expert must have experience in a victim-centered and trauma-informed approach to harassment and/or assault.
C.2. Objectives
(a) Review existing Agency anti-harassment policy and practices and collect data and information on the existing policy, its perceived strengths and weaknesses from existing
Agency employees, usage/reporting data to ascertain its effectiveness, strengths, weaknesses, and areas of improvement.
(b) Reduce and prevent incidents of sexual and other harassment and misconduct within the
Forest Service
(c) Develop and apply an evidence-based, victim-centered, trauma-informed anti-harassment approach for the agency and individual regions, stations, and areas within the agency to both rid the agency of harassing behavior by identifying and treating the root causes of harassment, and providing victims support and advocacy if harassment or assault occurs.
(d) Address topics and create tools and resources such as training on topics such as perpetration, victimization, consent, and bystander attitudes and behaviors within the agency and work to dispel barriers to reporting harassment and misconduct in the workplace.
(e) Increase the capacity of the Forest Service to address and prevent harassment and misconduct.
(f) Empower and educate Forest Service personnel to develop intra-agency providers who will transmit skills and knowledge to others
(g) Change organizational practices by adopting policies and shaping norms to improve the workplace environment

Payment of the remaining 10% will be processed upon completion of all work and close-out of the contract.
G.4. Travel Reimbursement of travel expenses shall be allowable under this award, subject to the policies and regulations of the FAR and Federal Travel Regulations (FTR).
