About this file

This is a Request for Information (RFI) issued by the U.S. Department of Agriculture's Foreign Agricultural Service (FAS) for market research purposes regarding a potential agency acquisition. The RFI seeks information from qualified sources to assess the implications of reassigning the Food for Peace program from the U.S. Agency for International Development (USAID) to USDA. The anticipated contract structure is one firm-fixed price performance-based service contract under NAICS code 541611 (Administrative Management and General Management Consulting Services). The government is seeking input on potential qualified facility size classifications including large business, small business, HUBZone, SDVOSB, and WOSB programs. Responses are due by 2:00 p.m. EST on Friday, February 13, with late responses reviewed at the government's discretion without deadline extension.

The contractor shall conduct research and prepare a comprehensive report with accompanying presentation assessing USDA's capacity to successfully relocate and operate the Food for Peace program should Congress direct the transfer. The report must address pre- and post-relocation capacity needs including space requirements, IT infrastructure, staffing levels and expertise, and operational efficiency comparisons to the program's FY2024 operation under USAID. The RFI explicitly states this is not a commitment, solicitation, or request for offers; responses are not offers and cannot form binding contracts. All costs associated with responding are the responsibility of the responding party, with no government payment provided.

RFI – USAID to USDA

U.S. Department of Agriculture Assessment of the Implications of Reassigning the Food for Peace Program from USAID to USDA

Request for Information

This is a request for information (RFI). This RFI is issued for market research purposes only. It does not constitute a commitment by the government, nor is it a solicitation or request for offers.

Responses to the RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government will not pay for any costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely the responding party’s expense.

The purpose of this request for information is to improve future solicitations by inviting comments, suggestions, and questions concerning to the government’s interest understanding the process and agency needs to support a relocation (transfer) of the Food for Peace program from the U.S. Agency for International Development (USAID) to the Foreign Agricultural Service (FAS) within the Department of Agriculture (USDA). It is intended to gain knowledge of potential qualified facility size classifications (such as large business, small business, HUBZone, SDVOSB, or WOSB Programs) relative to the North American Industry Classification (NAICS code) 541611 Administrative Management and General Management Consulting Services.

The U.S. Department of Agriculture (USDA), Foreign Agricultural Service (FAS), is seeking information from qualified source(s) or other knowledgeable parties for one firm-fixed price performance-based service contract(s), for parties to perform all the functions required for the research and drafting of this report.

Background The U.S. Department of Agriculture, Foreign Agricultural Service, requests information and feedback on a potential acquisition of support services related to understand the process and agency needs to support a relocation (transfer) of the Food for Peace program from the U.S. Agency for International Development to the Foreign Agricultural Service (FAS) within the Department of Agriculture (USDA). A draft statement of work (SOW) is attached for reference.

Generally, the contractor shall conduct necessary research for, and prepare, a report and accompanying presentation that assesses the process and needs within the USDA to successfully relocate (transfer) and operate the Food for Peace program, should Congress direct such a relocation of administration from USAID to USDA. It is recognized that additional capacity, processes, contracts and authorities at USDA may be needed to support a seamless transition between agencies, should this occur.

The report shall address USDA's capacity needs pre- and post-relocation, such as space requirements, IT infrastructure, and staffing levels and staff expertise, ensuring the relocation supports efficient operations, as well as a comparison to the operation of the program as it existed at USAID in fiscal year 2024.

Information Sought Respondents are requested to reply to all the prompts below, including indicating “no response” if applicable. A response is requested by 2:00pm EST on Friday, February 13. USDA may choose to review late responses as resources permit but will not extend the deadline.
