US National Arboretum (USNA) Washington, DC USNA Herb Garden Brick Paver Replacement Statement of Work (SOW) April 16, 2024

PROJECT HISTORY: The United States National Arboretum consists of a 400+ acre site located within the District of Columbia. The National Herb Garden located therein is composed of four “rooms”, each emphasizing different aspects of the herbal plant world: the Entrance Garden, the Knot Garden, the Historic and Species Rose Garden, and the Themes Gardens. The Knot Garden is flanked on either side by a pair of wood structure arbors that serve as vine supports for muscadine, Lady Banks rose, and non‐fruiting Kiwi. Underneath the arbors are brick pavers in various patterns serving as circulation routes and sitting areas for the visitors’ use and relaxation.

The total Knot Garden area is approximately 6,200 square feet. The combined area of the arbors is approximately 1590 square feet. A renovation project addressing the displacement of the pavers along the edges of the arbors was undertaken in 1998. The pavers at the perimeter were removed and reset with adjustments made to the base material for correct alignment. No work was done at the field area of the walks. Since the 1998 repair work was accomplished, the existing vines have further displaced the perimeter pavers as well as those pavers in the field of the walks.

1. STATEMENT OF WORK (SOW) BASE CONTRACT: This Statement of Work is the replacement of brick pavers underneath and near the two vine covered arbors flanking either side of the Knot Garden as defined by the Plans and Specifications, dated 01/27/2023, that were prepared by Johnson‐McAdams, 108 Market St., Greenwood, MS 38930. The Contractor shall furnish all material, equipment, and labor necessary to affect the required paver replacement as defined by the contract documents to restore the existing paver walkway to complete functional systems.

2. SITE VISIT: Bidders are strongly encouraged to visit the site of the proposed work and review the existing conditions relating to construction and labor, and to be fully informed as to the facilities involved, and the difficulties and restrictions that may affect the performance of the Contract. Failure to visit the site will not disqualify bidder. However, change order requests for items that could have been reasonable ascertainable from a site visit (and included in a bid) will be reviewed by the Government and evaluated accordingly.

3. PROJECT DELIVERABLES: Upon completion of the project Contractor shall deliver the following:

a. Two (2) hard copies of Operations and Maintenance Manual that includes:

i. Contractor’s one (1) Workmanship Warranty

ii. Name and contact information for General Contractor

iii. Name and contact information for each subcontractor.

iv. Manufacturers’ product data, maintenance instructions and warranties

b. Two (2) hard copies of the red‐lined drawings and specifications

c. Two (2) copies of all documents in PDF format plus the Drawings and

Specifications in executable format on portable electronic media storage devices (Thumb Drive, Flash Drive, Jump Drive).

5. PERIOD OF PERFORMANCE: Contractor has one hundred eighty (180) calendar days to complete the contract from Notice to Proceed (NTP) date. Base Bid – one hundred fifty days. Bid Option 1 – thirty days.

6. WORKING HOURS: Normal working hours are from 7:30 a.m. to 4:30 p.m., Monday through Friday, excluding Federal holidays.
