About this file
This document is a Statement of Work (SOW) for the CERCA (Circular Economy that Reimagines Corn Agriculture) project, which is focused on converting corn to a flexible, earlier-season annual crop with reduced environmental impacts. The SOW outlines the scope of services required from an Independent Contractor, which include assistance in identifying gene targets, providing methods for assaying plant and seed phosphorus (P) traits, on-site training, laboratory and field work support, analysis of results, and dissemination of research.
The related federal contract opportunity is a solicitation (Solicitation Number: 12305B24Q0147) for the CERCA project, seeking an Independent Contractor to provide the Consultation Services described in the SOW. The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis, and the Government intends to award a Firm Fixed-Price (FFP) contract. Offerors must submit documentation showing technical capability, a firm fixed-price quotation, and their Unique Entity ID (UEI). Quotes are due by 09/12/2024 at 2:00 PM EST, and the contract performance period is six (6) months after the award.

Statement of Work for
CERCA Project Independent Contractor
1.0 Background and Objectives: The CERCA project (Circular Economy that Reimagines Corn Agriculture) is focused on converting corn to a flexible, earlier-season annual crop with reduced environmental impacts through reduced nitrogen demand and increased recycling of nitrogen and phosphorus fertilizer. The implications of CERCA on agriculture could be tremendous – future varieties of corn that require reduce fertilizer inputs, greenhouse gas emissions, and water pollution by more than 50%. Excitingly, if we can achieve more cold tolerance, we will get a substantial yield increase at the same time.
2.0 Period of Performance:
Six (6) months after the contract award period.
3.0 Scope and Tasks: The Independent Contractor will provide Consultation Services for the CERCA (Circular Economy that Reimagines Corn Agriculture) project. The primary focus of these services will be the CERCA Phosphorus (P) project.
These services will include:
(1) assistance in identifying gene targets of value in engineering maize P traits of value to the CERCA Project, such as the “low seed total P” trait and “optimized P distribution” traits;
(2) direction for obtaining seed of appropriate “low phytic acid” genotypes and lines of maize of potential value to the CERCA project;
(3) provision of methods of value in assaying plant and seed P traits necessary for genotyping and inheritance studies, and methods for analyzing seed P fractions in maize;
(4) on-sight training in the use of plant and seed P fraction analytical methods;
(5) where needed or appropriate, assistance in laboratory and field work;
(6) assistance in analysis of results;
(7) assistance in dissemination of results such as preparation and submission of research articles for publication in peer-reviewed journals. The Independent Contractor will also provide, as needed, similar Consultation Services for the CERCA N project both to further its specific objectives and to assist in the integration of the CERCA N and P projects.
