About this file
This document contains Questions and Answers related to a federal contract opportunity for Argon gas products and services. The key details are:
The government agency is the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Pasture Systems and Watershed Management Research Unit in University Park, PA. They have a need for recurring purchases of Liquid Argon, as well as other gas cylinders, and want to establish an Indefinite Delivery/Indefinite Quantity (IDIQ) contract.
The estimated yearly volume consumption for bulk Argon is 12,000 Liters, with deliveries of approximately 1,000 Liters every 4-6 weeks. The required gas pressure is at least 125 psi while maintaining a maximum flow rate of 75 LPM. The government confirms there is space for a larger bulk Argon tank at the delivery location.
Quotes are due by 6/12/2024 at 2:00 PM EST. The solicitation is a 100% small business set-aside, with NAICS code 325120 and a small business size standard of 1,200 employees.

Questions and Answers
1. Start date to provide cylinder deliveries and install a microbulk Argon tank?
• 30 Days after Award.
2. Estimated yearly volume consumption for bulk Argon?
• 12000 Liters
3. Is the “Est. Qty” column indicative of yearly usage for the high-pressure cylinders, or does it represent the number of customer-owned cylinders on hand?
• Yearly Usage
4. Is there one delivery location for cylinders, or are there multiple locations?
• All Cylinders are delivered to the same gas farm at a single location.
5. There are several CLINS for the argon rental/telemetry/install, etc. but no CLIN for the actual liquid argon product.
• It is anticipated that the tank rental and telemetry are both on monthly fees.
The tank installation and first fill would be a separate line item. Argon liquid would be a third line item and typically occurs every 4-6 weeks.
6. Can the government please confirm LAR delivery frequency, volume/quantity required?
• About 1000 L every 4 to 6 weeks.
7. Please provide the concrete pads spec and advise if the USDA can accept a larger bulk argon tank and if the location can accommodate a bulk transport? If yes, we may request a site visit.
• A larger tank could conceivably be placed at the current location. The delivery road to the tank would require a 2 axle truck.
8. The RFQ says argon in the title but line 2007 says Nitrogen, liquid, fill rate. I want to confirm this is an argon RFQ, right?
• Correct, this is an Argon RFQ
9. What is the monthly usage?
• About 1000 L of LAR /month.
10. What is the flow rate?
• Typical flow rates are 15-20 L (gas/minute) maximum flow rates are 75 L (gas/minute)
11. We will deliver liquid argon, but is it gas or liquid phase usage?
• Argon is used in gas phase only. A possibility of using liquid argon is preferred to fill dewars at the bulk tank, but not required.
12. What is pressure?
• The gas pressure at least 125 psi while maintaining the 75 lpm (gas) flow rate.
13. Is there a concrete pad or a place designated for the argon tank to be installed?
• The bulk tank will sit on a 10x10 concrete pad or paved parking lot, and be surrounded by a fence and safety barriers.
14. Line item 0007 Nitrogen, Liquid, Fill Rate, Purity of 99.999%, is there a tank amount for this or is it unknown at this time?
• This is incorrect, the liquid fill is Argon only. Cylinders of 99.999% Nitrogen would be required as stated on CLIN 008.
