About this file

This document is a set of Questions and Answers related to a federal contract opportunity for Support Services for the Germplasm Resource Information Network (GRIN) Global.

The contract requires a contractor to provide scientific software testing, technical writing/documentation, and technical/scientific training assistance for the GRIN Global project. The incumbent contractor is already in place. The contractor will be responsible for software updates and QA testing, as there are no dedicated QA testers currently. The government will not provide a subject matter expert, but the contractor should have knowledge of plant conservation biology and genebanking to work mostly independently. The training and documentation needs are ongoing, with 5-6 new software releases per year and 2-3 multi-student training events annually, plus ongoing training for existing staff. The solicitation is a 100% small business set-aside with a lowest price technically acceptable evaluation. Quotes are due by March 21, 2024.

QUESTIONS AND ANSWERS

1. Will the Government provide a SME to help create training?

· The current development/technical team would be available on an as needed/occasional basis to assist the contractor, primarily by answering questions. However, the government will not provide a dedicated SME to assist the contractor. The contractor should have knowledge of the basic scientific principles of plant conservation biology and genebanking to work mostly independently.

2. How much documentation and training need to be developed?

· Both documentation and training needs are ongoing. The most intensive tasks occur with new releases of the software and as new genebank staff onboard. We typically release 5-6 new versions of the software annually. There are also typically 2-3 multi-student/multi-session training events per year. Less intensive but equally important are ongoing/refresher/topicspecific training, Q&A sessions etc. for existing genebank staff as software changes are made.

3. Am I correct in assuming that nothing is required at this time pertaining to the option years? (For example, do I need to mention that I am willing to pursue the options; include a proposed $ schedule for each option year, etc.?)

· Please include Base and all Option years as part of your quote.

AMENDMENT 0002 QUESTIONS and ANSWERS

1. Is this a new contract?

· No, there is an incumbent.

2. When you speak on software do you have one we would need to learn or looking for our IT team to come in and develop a software?

· The software is in-house custom designed software. There are no commercially available equivalent products. Genebank curation software is a combination of accession level scientific data, inventory, and order request management functions.

3. We would be in charge of ensuring software updates happen?

· The contact solicitation does not include any software development tasks.

4. How many current QA testers do you have?

· There are no dedicated QA testers. QA testing is part of the solicitation of this contract, with ad hoc and collateral duty assistance from genebank staff as needed.
