Specifications

1.0 Scope of Work: This project entails obtaining a large quantity of apple tree nursery stock for establishment of a new research orchard at the Appalachian Fruit Research Station in Kearneysville WV. Project goals are to obtain nursery stock to establish said orchard with trees meeting technical requirements integral to the orchard design and research being conducted. Foremost, the objective is (i) delivery of the required quantity of nursery stock conformant to technical specifications within the prescribed delivery window.

2.0 Background: A general description of the requirement reads: delivery of a total of 12,150 apple trees, conformant to technical specifications below and delivered within one of the specified periods, the latest of which is April 15th of 2025. There is no prior acquisition history for this requirement. Nor a continuing need pertinent to this requirement for subsequent years.

This procurement request presents procedural challenges to standard Nursery practice; compliance with the USDA procurement process will require vendor flexibility. Standard industry practice is 1-2 years of lead time before delivery of requested Nursery tree stock, dependent on Nursery and method of tree propagation. Procurement guidance prohibits payment prior to delivery of product, as is standard industry practice with a deposit, as a percentage of total order cost, upon order of trees.

3.0 Technical Requirements/Tasks: Vendor shall agree to furnish all requested nursery stock trees, conformant to technical specifications, within specified delivery windows. For clarity, all trees must be supplied during a single delivery window. Receipt of trees on earlier delivery windows is desirable, however there will be no adjustment to the firm-fixed price of the contract.

1. Delivery windows shall be one of the following:

o (i) March 1st to April 15th 2024;

o (ii) September 1st to October 15th 2024; or o (iii) March 1st to April 15th 2025; or o September 1st to October 15th 2025; or o March 1st to April 15th 2026.

2. Nursery stock specifications. The contractor shall provide the following:

o A total of 12,150 apple trees with the following specifications.

▪ A single common rootstock, G.11, is requested, however G.41 will also be considered acceptable. A combination of G.11 and G.41 is not acceptable.

▪ 4050 Premier Honeycrisp scion.

▪ 4050 Autumn Gala scion.

▪ 4050 Aztec Fuji scion.

Note: Please see included FAR Clause 52.211-16 Variation in Quantity.

o Tree height ≥ 150 centimeters from the soil surface, above major rooting structures.

o Tree diameter ≥ 1 centimeter, as measured 20 cm above the graft union.

o Number of laterals “feather” branches, considered as ≥ 4 centimeters perpendicular to central leader in length, ≥ 3.

o Rootstock and Scion must be “Virus-certified”, and void of disease, if available. The Government recognizes there may not be sources of virus-certified Autumn Gala.

▪ Virus-certified is defined as: Budwood (scion) originating from virus-certification programs such as the National Clean Plant Network, or program of commensurate rigor, grafted to virus-certified rootstocks or clonal rootstocks.

o Trees shipped to point of delivery with roots encased in moist sawdust, or equivalent industry standard media, to retain wetness and in individual boxes not to exceed 250 trees per box.

o Trees free of obvious, viability jeopardizing, major damage. Minor damage incurred during transplant activities prior to shipping shall align with acceptable industry standards.

3. To assure compliance with the above specifications and delivery windows, the vendor shall agree to the quality control plan described below.

o Vendor shall notify, by writing, the technical Point of Contact (POC) a minimum of 3 months prior to the start of the intended delivery window to permit the receiving location to substantiate adherence to technical specifications. A Government representative may visit the contractor’s facility to review the nursery stock.

o The Government receiving location will notify the vendor, by writing, 1 month prior to the start of the intended delivery window if the requisite specifications are met. Trees shall not be shipped prior to receiving specification notice from the Government receiving location.

o Substantiation of non-conformation to requisite tree conditions will be made by the Government using a random sampling approach of 100 nursery stock for the technical specifications listed above. At the Government’s discretion, additional samples may be reviewed.

4.0 Government Furnished: Government Furnished Property or Equipment will not be provided under this contract.

5.0 Deliverables / Schedule: The vendor is required to provide written progress reports every 2 months for the period 2 months after contract award until project completion. The progress report shall cover work completed during the specified period and shall present the work to be accomplished during the subsequent period.

This report shall also identify any problems that arose and a statement explaining how the problem was resolved. This report shall also identify any problems that have arisen but have not been completely resolved and provide an explanation.

Evaluation and Bais of Award

Award will be made on the basis of best value tradeoff. Offerors should provide references for up to three similar contracts completed within the last three years of similar size, scope, function, and complexity to the subject project.

Offerors are cautioned to submit information specific to projects and actual delivery of products or services. Project submissions referencing base indefinite delivery contracts or blanket purchase agreements alone, and not the actual orders will not be considered.

If no references are provided and there is no known past performance with the procurement office, the offeror will be given a neutral rating.
