RFQ 12305B22Q0038 GRIN-Global Documentation and Training Contract
The NAICS code for this classification is: 611430
1. Please advise if there is a page limit for the technical response. I’m not sure what this means exactly. I am assuming it’s asking if there is a page limit for any documentation submitted in conjunction with a proposal. From my standpoint, there is not.
2. Please advise what information the Govt expects in the technical response. Do we need to submit past performances? Supporting materials for past contracts related to documentation and training services, especially those of scientific information management systems, would be beneficial in evaluating proposals.
3. Is the Govt requesting a resume for the proposed candidate? If so, please share the experience level requirement, education level, and candidate description. A resume or CV is optional (to me). However, it may be beneficial in evaluating the qualifications of proposal submitters. We expect previous experience with documentation and training services, and experience in supporting scientific information management systems is strongly preferred. The
GRIN application is customized scientific software, very unlike more off-the-shelf or minimally adapted software for routine administrative and management services. Although there is no specific educational requirement, a general understanding of biological and plant science principles (E.g., taxonomic ranks of scientific names; practice and procedures for curation, characterization, and documentation of scientific collections) is very important.
4. The 3rd bullet point under the Performance Work Statement and Requirements states that “Test and document system performance and features for both technical development team and end‐product users” – Please confirm if the Govt has SMEs and developers that are already working on the development and maintenance for GRIN?
GRIN is an ongoing project that uses in-house developers. The contractor will work with, and have access to, Development Team members to assist their efforts.
5. Please confirm if the GRIN SMEs and developers will be available to assist the document writer in drafting technical documentation related to GRIN. This is a repetition of
Q4 to me. This GRIN technical team is small, which has benefits and challenges. The benefit is there is not a rigid hierarchy in managing the project. The limitation is that developers have many tasks, which is why we use a highly skilled contractor approach for the performance work statement activities, which frees time for developers to pursue more technically rigorous and advanced assignments appropriate for their series and grade.
6. Please confirm if this is a new opportunity. If not, please identify the incumbent and the old contract number. This is a continuation of an ongoing project, and on which a current contract is awarded. The contract number is 12305B21P0053.
7. I have a question regarding the opportunity: Provide Technical
Writing/Documentation/ Training Assistance to the GRIN-Global project, National
Germplasm Resources Laboratory. (12305B22Q0038). Can the government consider the work to be performed at contractors' location? And come in the office for specific meetings
RFQ 12305B22Q0038 GRIN-Global Documentation and Training Contract and when required by the government? Remote work is acceptable for this contact. Very rare travel to the location of the management unit this contract supports, or other training sites may be beneficial. But this is negotiable and can be handled on a case-by-case basis.
