About this file

This is a Notice of Intent to Award issued by the Oregon Department of Transportation (ODOT) Procurement Office for a Work Order Contract to provide personal services for the OR141 2024-2027 ADA Curb Ramps project in Durham. Kittleson & Associates Inc. was selected as the top-ranked firm among six proposers and will proceed to negotiations for the Statement of Work (SOW), schedule of performance, and costs. The notice was issued on July 23, 2025, and establishes a negotiation timeline requiring completion of the SOW within 5-10 business days, submission of a Breakdown of Costs (BOC) within 5-10 business days thereafter, and overall negotiations anticipated to conclude within 15-20 business days. No work is authorized until the Work Order Contract is fully executed and the consultant receives a written Notice to Proceed from the ODOT Project Manager, Jen Bachman. The contract term spans 2024-2027, with renewal options subject to performance and funding availability.

The Breakdown of Costs must demonstrate subcontractor utilization to meet the Disadvantaged Business Enterprise (DBE) goal specified in the Mini-Solicitation. Award submittal requirements include billing rate information, cost disclosure questionnaire, certificates of insurance, list of subconsultants, responsibility inquiry form, and quality plan if required. Kittleson & Associates achieved a total score of 336 with an average score of 112 out of the six proposers evaluated. The negotiation schedule allows for mutual agreement on additional time if good faith negotiations cannot meet the established timeline; however, if agreement on costs, tasks, or other requirements cannot be reached within the specified period, ODOT reserves the right to terminate negotiations and proceed with the next highest-ranked firm. Funding sources and specific contract amounts are not detailed in this notice.
